INTRODUCTION

The regulation on technical supervision of the construction of enterprises, buildings and structures is introduced to ensure the possibility of new construction or reconstruction of buildings and structures by individuals and legal entities of any form of ownership, both with and without a technical supervision service for construction, as well as for the purpose of protecting rights and legally protected interests of citizens, society and the state. The main goal of the Regulations is to establish the procedure for organizing the activities of technical supervision, defining its tasks, functions, responsibilities, rights and responsibilities in the Perm region. The provision is based on legislative and regulatory documents of the Russian Federation and the Perm region.

1 AREA OF USE

1.1 These Regulations apply to new construction, expansion, reconstruction, technical re-equipment of existing enterprises, buildings and structures (hereinafter referred to as the construction of enterprises, buildings and structures) in the Perm region, regardless of sources of financing. 1.2 The Regulations are recommended for management and supervisory bodies, legal entities and individuals carrying out technical supervision over the construction of enterprises, buildings and structures, regardless of their form of ownership and affiliation. The Regulations become mandatory for application if the agreement (contract) or administrative document for the performance of work provides for appropriate instructions with reference to the Regulations.

2 GENERAL PROVISIONS

2.1 This Regulation defines the tasks, functions, duties, rights and responsibilities of organizations and their employees, as well as individual entrepreneurs carrying out technical supervision of the construction of enterprises, buildings and structures, both when operating as part of the customer’s service, and when performing engineering services by engineering organizations and individual entrepreneurs under the terms of an agreement with the customer. 2.2 The technical supervision service in its work must be guided by the current legislation, decrees of the Government of the Russian Federation and the regional governor, the requirements of the project and regulatory documents, as well as the instructions of state supervisory authorities on compliance with the organizational and legal procedure for the construction of the facility, the quality of construction and installation works (hereinafter referred to as construction and installation works) ) and their acceptance. 2.3 The presence of technical supervision over the construction of enterprises, buildings and structures does not relieve contractors of responsibility for ensuring the quality of construction and the readiness of facilities for acceptance into operation. 2.4 Instructions from the technical supervision service to achieve adequate quality of construction, issued within the competence established by these Regulations, must be recorded in the general work log and are mandatory for execution by design and contractor organizations.

3 ORGANIZATION OF TECHNICAL SUPERVISION

3.1 Technical supervision of the construction of enterprises, buildings and structures is organized to ensure compliance of the objects under construction with the technological, architectural, construction and engineering solutions provided for in the approved projects, technical and economic indicators, as well as the requirements of regulatory documents. 3.2 Technical supervision should be carried out throughout the entire period of construction, acceptance and commissioning of completed facilities. The beginning and end of work on technical supervision are regulated by the beginning of the complex of works to prepare for the construction of the facility and the commissioning of the facility. 3.3 An engineering organization, individual entrepreneur, carrying out technical supervision in the process of performing engineering services, builds their relations with the customer on a contractual basis, are his representative during the construction of the facility and act within the limits of their competence established by these Regulations and the agreement, which should not contradict this Regulations. 3.4 To carry out technical supervision, legal entities and individual entrepreneurs who have an appropriate license to carry out construction activities, qualified construction personnel, a regulatory, technical and instrumental framework for monitoring the quality of construction and installation work, materials, products, structures and equipment used may be involved. . 3.5 Responsible for technical supervision may be construction specialists with practical experience in construction of at least 3 years - for persons with higher education and at least 5 years - for persons with secondary specialized education, who have passed certification in the authorized bodies, which is not carried out less than once every 3 years. For facilities being built in particularly difficult conditions (karsts, soil subsidence, gravitational processes, landslides), technical supervision specialists are additionally required to have at least 1 year of experience in constructing facilities in these conditions. 3.6 It is not permitted to perform the functions of technical supervision of construction by a person responsible for carrying out construction and installation work or for carrying out designer’s supervision at the supervised facility.

4 TASKS OF THE TECHNICAL SUPERVISION SERVICE

The main tasks of the technical supervision service are to ensure, within its competence, together with other construction participants: 4.1 The required quality of construction and installation work performed, building materials used, parts, structures and equipment, compliance with design decisions. 4.2 Compliance of construction volumes with the duly approved project and compliance with contractual construction deadlines. 4.3 Compliance with the established procedure for acceptance of certain types of work and completed construction projects.

5 FUNCTIONS OF THE TECHNICAL SUPERVISION SERVICE

In accordance with the assigned tasks, the technical supervision service performs the following main functions: To ensure the required quality and compliance with design decisions: 5.1 Organizes and controls the implementation, in accordance with the requirements of legislative and regulatory documents, of a set of works to prepare for the start of construction of the facility, including: incoming control of design documentation and making changes based on the results of control in the prescribed manner; monitoring the availability of work projects prepared by contractors, general and special work logs, monitoring the receipt by contractors of the necessary permits from local governments and supervisory authorities. 5.2 Monitors the compliance of construction and installation work carried out with the approved design and estimate documentation, compliance with the requirements of regulatory documents, technology for performing general construction, installation and special works, and the quality of the building materials, products, structures and equipment used. 5.3 Ensures timely and high-quality fulfillment by construction participants of the requirements and instructions of technical and architectural supervision workers, state supervision bodies, set out respectively in the general and special work logs, the designer’s supervision log, in the instructions of supervisory authorities related to issues of organizational and legal order, the quality of construction and installation work performed and applied structures, products, materials and equipment. 5.4 Ensures the implementation of geodetic works assigned by regulatory documents to the customer, as provided for by the project, and also monitors the timeliness and quality of geodetic work assigned to contractors by regulatory documents. To ensure completion of construction in full and within the agreed time frame: 5.5 Monitors compliance with the approved design and estimate documentation of the volumes of construction and installation work completed and submitted for payment. 5.6 Monitors compliance with the deadlines for construction and installation work established by the contract. To ensure the established acceptance procedure: 5.7 Accepts certain types of work with the preparation of the required documents. 5.8 Participates in the customer’s acceptance of the completed construction project from the contractor.

6 RESPONSIBILITIES OF THE TECHNICAL SUPERVISION SERVICE

The technical supervision service is obliged to:When performing the functions set out in clause 5.1: 6.1 Conduct incoming inspection of design and estimate documentation to determine its completeness and sufficiency to ensure high-quality construction. 6.2 Take timely measures to revise design and estimate documentation (if necessary), monitor the elimination of identified defects in projects, prevent deterioration of design solutions and an unreasonable increase in the estimated cost of construction. 6.3 Ensure timely and complete introduction of agreed changes into the project documentation by the author of the project. When performing the functions set out in clause 5.2: 6.4 Monitor the correct implementation by contractors and suppliers of incoming inspection of building materials, structures, products, equipment and other resulting products (hereinafter referred to as products) used in the construction of the facility, as well as preventing the use of products that have not passed the incoming inspection for the construction of the facility. For these purposes, the technical supervision service is obliged to monitor: the availability of product consumers with documentation regulating these products, measuring instruments and instrumentation necessary for conducting instrumental incoming inspection of products, as well as their compliance with metrology requirements, accuracy class and measurement methods; organization and implementation by consumers of incoming control products both directly at the facilities and in temporary storage herds; timely execution of relevant documentation based on the results of incoming product inspection; elimination by representatives of supplier enterprises of defects in products identified by incoming inspection; use in the production of work only products that meet the requirements of design and regulatory technical documentation; timely use of products with a limited shelf life in the production of work; organizing accounting and storage of products in warehouses and storage areas, while complying with the requirements of regulatory and technical documentation for storage conditions; timely sampling of products for testing in a construction laboratory; isolation of rejected products or products with expired shelf life at on-site warehouses and construction sites; compliance with the requirements of state standards and technical conditions for branding and labeling of products supplied for the construction of the facility; availability of correctly completed tags, labels and accompanying documents (passports, certificates), results of laboratory tests, measurements, etc., certifying the quality of structures, products, materials and equipment used in construction, ensuring their registration in the prescribed manner and safety before transfer to the customer ; carrying out more detailed incoming inspection of newly used or newly mastered by enterprises - suppliers of types of products; performing documentation of the results of incoming inspection and marking of products that have passed incoming inspection, confirming the suitability of the product for use in the production of work. 6.5 In the course of checking the quality of construction and installation work, monitor compliance with construction production technology, the effectiveness of production control, taking into account the structure and nature of construction production, which includes checking: the presence and condition of technical and technological documentation for the work at the site; provision of the contractor with the necessary measuring instruments and testing equipment, its full availability and working condition, compliance with metrological rules for the use of measuring instruments and testing equipment; technological equipment of construction with equipment, fixtures, measuring and testing instruments that ensure the necessary accuracy of work, as well as control by the contractor over their condition; compliance by the work performers with the construction process and operational control; implementation by contractors of decisions and measures taken jointly with the customer, as well as technical supervision instructions issued during construction; correctness and completeness of individual tests and completeness of tested equipment; timely elimination of deficiencies in the performance of work identified during inspections by supervisory authorities at all levels. 6.6 Constantly carry out quality control of construction and installation work, taking into account the stages being performed and the presence of hidden work that is subject to inspection. At the same time, avoid interruptions in control that lead to a decrease in the quality of construction of the controlled facility. When performing the functions set out in clause 5.3: 6.7 Monitor the timely and correct maintenance of general and special work logs, execution of other production and executive documentation provided for by building codes and regulations. 6.8 Monitor the timely elimination of defects and deficiencies identified during the acceptance of certain types of work, structural elements of buildings, structures and the facility as a whole. 6.9 Participate in inspections conducted by state supervisory authorities, construction financing banks, departmental commissions and inspections. 6.10 Bring to the attention of the general contractor identified violations of construction technology in order to take measures to eliminate these violations. In case of repeated violations of construction technology and production control, notify the higher authorities of the general contractor and state supervisory authorities within their competence. 6.11 Notify the State Architectural and Construction Supervision authorities about all cases of emergency conditions at construction sites and the volume of work to eliminate accidents: about defects identified at the site that are not eliminated by the contractor, despite the written requirements of the customer; on the contractor’s performance of subsequent work despite the technical supervision’s refusal to accept previous work. When performing the functions set out in clause 5.4: 6.12. Monitor the implementation of geodetic work during the construction process and timely registration of the results of geodetic control. Conduct control geodetic surveys. 6.13 Monitor the implementation of geodetic measurements of deformations of the foundations of buildings and structures provided for by the project and regulatory documents. When performing the functions set out in clause 5.5: 6.14 Conduct visual and instrumental inspection of completed construction and installation works. 6.15 Keep records of the volumes of construction and installation work accepted from the contractor and paid for by the customer. When performing the functions set out in clause 5.6: 6.16 Verify compliance of the scope of construction and installation works performed with the volumes to be completed by the deadline established by the contract. 6.17. If a backlog is identified in the implementation of construction and installation work volumes from the deadlines established by the contract, make proposals to the contractor to eliminate the backlog and inform the customer about this. 6.18 Monitor the contractor’s implementation of the customer’s management decisions regarding the volume and timing of construction and installation work. When performing the functions set out in clause 5.7: 6.19 In accordance with the list of mandatory control and acceptance of certain types of construction and installation work specified in the project, carry out the acceptance of these works, ensuring the execution of inspection reports confirming the technical feasibility of performing subsequent work. If the contractor refuses to accept poorly performed construction and installation work, prohibit subsequent work until the defects are eliminated and inspection reports for hidden work are issued. 6.20 Record in the work log the results of acceptance of individual operations of complex types of construction and installation work. 6.21 Together with the general contractor, specialized (installation) and design organizations, carry out interim acceptance of critical structures in a timely manner. 6.22 Participate in the inspection of objects, buildings and structures subject to conservation, and in the preparation of documentation for the conservation or temporary cessation of construction of enterprises, buildings and structures, as well as in assessing the technical condition of objects when transferring them to construction and installation organizations to continue work. When performing the functions set out in clause 5.8: 6.23 During the acceptance of a completed construction facility from the contractor, accept production and as-built documentation, participate in the preparation of a document confirming the customer’s acceptance of the facility from the contractor. 6.24 Participate in the preparation for commissioning of a completed construction facility accepted by the customer from the contractor, while monitoring the implementation of commissioning work, comprehensive testing of equipment with the release of trial products. 6.25 Complete the documentation to be submitted by the customer to the acceptance committee, in accordance with the list of documentation established by the acceptance rules, submitted for the appointment of the acceptance committee and attached to the acceptance certificate of the completed construction site.

7 RIGHTS OF THE TECHNICAL SUPERVISION SERVICE

In carrying out its duties, the technical supervision service has the right to: 7.1 Give contractors and supplier companies mandatory instructions to redo poorly performed work, suspend construction carried out in violation of the requirements of the project and regulatory documents, eliminate and correct defects, replace low-quality building materials, structures, products and equipment. 7.2 Prohibit the use of measuring and testing instruments that have not passed the required verification and calibration in the prescribed manner. 7.3 Require, where necessary, additional inspections, tests, analyses, surveys and measurements. 7.4 Contact the relevant government supervisory authorities, as well as involve specialized organizations to assess the quality of specific types of work and the readiness of the facility for acceptance into operation if disagreements arise on these issues with the contractor. 7.5 Make proposals to the customer on the need to contact the competent authorities to bring organizations, officials and individuals who have committed poor-quality construction and installation work or the production of low-quality building materials, structures, products and equipment to liability established by current legislation. 7.6 Make proposals to design and contracting organizations on the use of new materials and structures, the introduction of progressive methods of work, ensuring improved quality, reduced costs and reduced construction time. 7.7 If deformations appear that pose a threat of destruction of the structures of the building or structure being constructed, suspend construction and demand that the construction and design organizations take the necessary measures to prevent an accident, immediately notify the management of the customer, the contractor and the State Architectural and Construction Supervision Authority of the region. 7.8 Approach the customer with an initiative to terminate the contract with a contractor or supplier that systematically violates the requirements of the project, building codes and regulations, state standards, technical specifications and other regulatory documents. 7.9 Reject from acceptance work and construction performed with poor quality, in violation of the requirements of the project and regulatory documents, presented without proper registration with the relevant certificates until they are altered or defects are eliminated.

8 RESPONSIBILITY OF THE TECHNICAL SUPERVISION SERVICE

Regardless of the organizational form of technical supervision, the technical supervision service is responsible to the customer for improper performance of its functions and duties. 8.1 When carrying out technical supervision of construction by the customer himself, responsibility is determined by the current legislation in the field of construction and the Regulations on the technical supervision service, approved by the customer’s management. 8.2 When carrying out technical supervision in the provision of engineering services on the basis of a contract by a third-party organization, the responsibility of the latter is determined by the current legislation in the field of construction and the terms of the contract with the customer that do not contradict the law. 8.3 The technical supervision service is responsible to the customer in the following cases: acceptance from the contractor of certain types of work performed in violation of the approved project, building codes and other regulatory documents; failure to fulfill obligations to timely notify the State Architectural and Construction Supervision authorities and the customer about cases of emergency conditions at the facilities, about the contractor’s failure to eliminate defects identified during the intermediate acceptance of critical structures and acceptance of certain types of work; consent to the use of low-quality building materials, structures, products and equipment in the production of construction and installation work, or without appropriate accompanying documents confirming its quality; participation in the preparation of untrue inspection reports for hidden work, intermediate acceptance of critical structures and other documents for the controlled construction project; lack of control over the contractor's elimination of violations of the project requirements and regulatory documents specified in the documents of supervisory authorities at all levels; acceptance from the contractor of an unfinished construction project and presentation of it for acceptance by the acceptance committee; incompleteness of the documentation submitted to the investor for the appointment of an acceptance committee and attached to the acceptance certificate for the completed construction of the facility; confirmation of payment to the contractor for poor-quality work, inflated volumes of work performed; other violations of the requirements of the Regulations on the Technical Supervision Service or the terms of the contract with the customer. 8.4 Fulfillment of the penalty does not relieve the guilty service or organization from correcting violations and compensating for damages.

Anyone who has encountered construction at least once in their life has wondered: was all the work done correctly and efficiently? Each type of construction work is strictly regulated: GOST, SNiP and other regulatory and technical documentation. But understanding all the abundance of standards is often difficult even for a technically savvy specialist, what can we say about an ordinary person who rarely encounters construction. Technical Supervision

The term " technical Supervision" is quite common in construction, but at the moment it is not entirely the correct term. The concept that is familiar and understandable to many is “ technical Supervision» is currently absent from the current legislation of the Russian Federation. In the Decree of the USSR State Construction Committee dated 02.02.1988 N 16 “Regulations on the customer-developer (single customer, directorate of the enterprise under construction) and technical supervision” in accordance with clause 6.2. The main tasks of technical supervision are monitoring compliance with design decisions, construction deadlines and the requirements of regulatory documents, including the quality of construction and installation works, compliance with the cost of construction, reconstruction, expansion, technical re-equipment of enterprises (facilities) with duly approved projects and estimates.

However, in 2004, the Town Planning Code of the Russian Federation was adopted, in which the concept of “technical supervision” is absent, but the term “ construction control».

Construction control

The main regulatory document in the construction process is the Town Planning Code of the Russian Federation. In accordance with Article 53 of the Urban Planning Code of the Russian Federation, the functions of construction control are to check the compliance of the work performed with design documentation, the requirements of technical regulations, the results of engineering surveys, the requirements of the urban planning plan of the land plot, as well as to identify deficiencies in the work. Construction control carried out by the person carrying out the construction, as well as by the developer or customer or a third specialized organization attracted by them on the basis of a contract.

Moreover, according to the term “construction control”, three types of control are understood: production control of the construction contractor, technical supervision of the customer and designer’s supervision of the design organization, namely: “Construction control is carried out by the person carrying out the construction (production control). In the case of construction, reconstruction, or major repairs on the basis of a contract, construction control is also carried out by the developer or the customer (technical supervision). The developer or customer, on his own initiative, may involve the person preparing the design documentation to check the compliance of the work performed with the design documentation (author’s supervision).”

In this regard, we can say that technical supervision is part of construction control.

Note: AboutPlease note that in accordance with Part 2 of Art. 52, part 4 art. 55.8 of the Town Planning Code of the Russian Federation and clause 32 of Section III of the List of types of work on engineering surveys, on the preparation of design documentation, on construction, reconstruction, major repairs of capital construction projects that affect the safety of capital construction projects, approved by order of the Ministry of Regional Development of the Russian Federation dated December 30, 2009 N 624, in order to carry out construction control, a legal entity (individual entrepreneur) attracted by the developer or customer is required to join a self-regulatory organization in the prescribed manner and obtain a certificate of admission to this type of work.

Technical customer

There are three types of supervision in construction: author's, technical and state. All of them are carried out during the investment period of the life cycle of real estate, that is, during construction and installation work and installation of equipment.

Author's supervision is carried out by the design organization (the author of the project). Design supervision is carried out by the chief engineer of the project (architect) or, on their instructions, by another responsible employee of the design organization by visiting the facility under construction. The design supervision group should consist of specialists in all main sections of the project: designers, architects, specialists in heat supply and ventilation, water supply and sewerage, electricity and gas supply. All comments and instructions from the author's supervision are recorded in the general journal of author's supervision. The author of the project must participate in the work of the commission for the phased acceptance of finished buildings and structures into operation.

The document is intended for use by designers, customers, construction and installation organizations, state supervisory authorities, other legal entities and individuals (including foreign ones) - participants in the investment process during the construction of facilities.

Architectural supervision is one of the types of services for the supervision of the project author and other developers of project documentation (individuals and legal entities) over construction, carried out in order to ensure compliance of the decisions contained in the working documentation with the construction and installation work performed at the site. The need for designer's supervision falls within the competence of the customer and, as a rule, is established in the design assignment for the facility.

The contract is the main document regulating the relationship between the parties, establishing their rights and obligations for the implementation of designer's supervision in the contract method of organizing design. This agreement may provide for technical supervision.

Customer (developer) is an individual or legal entity that organizes and finances the construction of an object.

Contractor is an individual or legal entity who performs construction and installation work at a construction site.

A designer is an individual or legal entity who, as a rule, has developed working documentation for the construction of an object and carries out designer supervision.

An administrative document (order) is the main document for the implementation of designer's supervision during the design, investment and construction of an object by one organization.

Author's supervision is carried out on the basis of a contract (administrative document) and is carried out, as a rule, during the entire period of construction and commissioning of the facility, and, if necessary, the initial period of its operation.

The timing of the designer's supervision work is established by the schedule attached to the documents. Design supervision, if performed by a legal entity, is carried out by specialists - developers of working documentation, appointed by the organization's management. As a rule, the chief architect or chief engineer of the project is appointed as the head of the specialists carrying out architectural supervision.

The appointment of the manager and specialists responsible for carrying out architectural supervision is made by order of the organization and is brought to the attention of the customer, who informs the contractor and the State Architectural and Construction Supervision authorities about the decision made.

Specialists carrying out designer's supervision go to the construction site for intermediate acceptance of critical structures and inspection of hidden work within the time limits stipulated by the schedule, as well as upon a special call from the customer or contractor in accordance with the contract (administrative document).

The customer is obliged to provide specialists carrying out architectural supervision with equipped office premises, means of communication, transport, etc. in accordance with the contract.

Log keeping can be carried out both for the construction site as a whole, and for its launch complexes or individual buildings and structures.

Basic rights and responsibilities of specialists carrying out architectural supervision.

Basic rights:

Technical Supervision.

Technical supervision of construction is carried out in the interests of the Construction Customer in order to ensure quality control of construction and is aimed at constantly assessing the compliance of the facility under construction with the requirements for its safety established by technical regulations, as well as regulatory documents and standards, which are the evidence base for compliance with the requirements of technical regulations and confirmation of the possibility safe operation of the facility during its subsequent commissioning.

Technical supervision allows you to monitor the technological sequence of construction work; when performing technical supervision functions, technical supervision engineers in several specialties are constantly present at the construction site, depending on the scope of the work being supervised: civil engineers, electrical engineers, ventilation and air conditioning engineers, etc. .

Technical supervision is carried out in accordance with the requirements of SNiP 12-01-2009 “Construction Organization” and provides for the following types of technical supervision:

· Checking whether the contractor has quality documents (certificates in certain cases) for the materials, products and equipment he uses, documented results of incoming inspection and laboratory tests, thus the technical supervision engineer monitors the quality of construction materials.

During the construction of buildings and structures, expansion or technical re-equipment of enterprises, reconstruction, technical supervision of the customer is mandatory.

Technical supervision involves monitoring the compliance of the volume of work, cost, quality of construction and installation work (CEM) with the approved project and summary estimate, construction norms and rules (SNiP), technical conditions (TU), as well as acceptance of this work. The responsibilities of a construction technical supervision engineer include taking measures to put the supervised facility into operation within the time frame specified in the title list.

Technical supervision workers are appointed by order of the customer - the developer and are registered by the bodies of the State Architectural and Construction Control (GASC). Based on the estimated cost of the object, technical supervision can be carried out either by one representative of the customer or by a group of specialists within the limits provided for by the estimated financial calculations (FSC).

The technical supervision engineer assigned to carry it out is the responsible representative from the customer - the developer, who signs in a special form. Let me immediately clarify that technical supervision has the right to be carried out by a specialist who has a construction education and work experience in this specialty of 3 or more years.

Technical supervision is obliged to conduct daily technical control over the quality of construction, installation and special work in accordance with approved technical documentation and regulatory documents.

The technical supervision engineer is obliged to check the availability of passports for structures and products supplied by construction industry factories, for mortars and concrete supplied centrally, to require laboratory test results of control cubes to confirm the design grade of materials laid in the structure.

During the reporting period, the technical supervision engineer is obliged to accept work completed during the month from the contractor. At the same time, measure the volume of these works and check the quality of their implementation. If the work was completed efficiently and in accordance with the project, then confirm its completion using the certificate of completion (form - 2) and for payment (certificate on form - 3).

Check the timeliness and accuracy of maintaining logs of work production, concrete, welding, and special work. The responsibilities of the technical supervision engineer include making appropriate records in case of violations of the quality of work, deviations from the project and setting deadlines for eliminating the requirements.

Check compliance with instructions and deviations from the project. Monitor the timely implementation of all recommendations entered into the work log by representatives of designer supervision and regulatory authorities.

If necessary, a technical supervision engineer contacts the design organization to coordinate changes in the project, replacement of materials, and the occurrence of unforeseen work in order to get them approved by the designers and make adjustments to the design and estimate documentation.

Monitor the fulfillment of contractual obligations by design and construction companies, impose sanctions provided for in contracts (agreements).

Take part in the work of the commission for acceptance of the facility into operation, submit documentation for the equipment supplied by the customer.

When conserving an object, participate in the inspection and assessment of the technical condition of objects, drawing up a defect list of work to be performed to preserve the structures during the conservation period.

The technical supervision of the customer is obliged to notify the state construction control authorities about emergency situations in the state of construction projects and the measures taken to eliminate them.

Technical supervision specialists bear legal responsibility for:

  • Signing acts for work performed that does not comply with the approved project, SNiP, and TU standards during construction, installation and special work.
  • Confirmation to the work manufacturer of inflated volumes of work compared to the actual fact in kind, which leads to distortion of reporting on the write-off of materials by the materially responsible person of the contractor, and an increase in the estimated cost of the object.
  • Signing acts for hidden work that do not correspond to reality, registering them retroactively, without being present at the construction site at the time the work is performed, which can ultimately lead to the low quality of this work.

Technical supervision of the customer is a serious and responsible stage in construction; the quality of the objects being built and their reliability depend on it.
