General guidelines for the use of reference price reference books for design work for construction. Directories of basic prices Basic prices for design work for construction

1.1. The state estimate standard "Directory of basic prices for design work for the construction of "Housing and civil construction projects" (hereinafter referred to as the Directory) is intended to determine the cost of developing design and working documentation for the construction of housing and civil construction projects.

1.2. When using this Directory, you should be guided by the Guidelines for the use of reference books of basic prices for design work for construction, approved by Order of the Ministry of Regional Development of the Russian Federation dated December 29, 2009 N 620 (hereinafter referred to as the Guidelines).

1.3. The price level contained in the tables of the Directory is established as of 01/01/2001.

1.4. Basic prices in the Directory are set depending on the natural indicators of the designed objects: area, volume and others (hereinafter referred to as the main indicators of objects). For unique housing and civil construction projects, base prices are given depending on the total cost of construction.

1.5. The distribution of the base price for the development of design and working documentation, determined from the tables of the Directory, is carried out according to the ratio given below and can be clarified by agreement between the contractor and the customer.

1.6. If, as part of the design documentation, on behalf of the customer, work is carried out to assess the environmental impact of a capital construction project (EIA), the price is determined at 4% of the total design cost.

2. The procedure for determining the base price of design work depending on the natural indicators of design objects

2.1. The base prices in this section of the Directory do not take into account the following design:

· industrial construction products;

· drainage;

· reclamation of disturbed lands;

· off-site networks, structures (district transformer substations, boiler houses, central heating points, treatment facilities, water intake facilities), booster water supply pumping stations, sewerage pumping stations;

· transfer of utility networks within the construction site and removal of utility networks from the construction site, as well as transferred utility networks and structures outside the designated area.

2.2. The base prices of the Directory take into account the costs of designing utility networks and structures within the construction site, except for cases specifically stated in the relevant paragraphs of this Directory.

2.3. The base price for designing a construction project in difficult (cramped) environmental conditions (a site in a historical environment, in a protected landscape zone) is determined by agreement with the customer using a pricing coefficient of up to 1.1 to the cost of developing design documentation.

2.4. The base price for the design of combined or interconnected buildings and structures, as well as buildings with built-in premises for other purposes, if this combination, blocking or incorporation is not provided for by the standards for their design, is determined by summing up the prices for the design of combined or interlocked individual buildings and structures, as well as main buildings and built-in premises.

In this case, the base price for designing the main building is accepted with a coefficient of 1, the cost of buildings connected to it or built-in premises is accepted with a reducing factor as agreed with the customer, but not more than 0.8 and 0.5, respectively.

Chapter 2.1. Residential buildings, hotels, hostels (to tables No. 1, 2)

2.1.1. The base prices do not take into account the cost of designing boiler houses and transformer substations.

2.1.2. The basic price of design using design documentation for repeated or mass use (“linking”) is determined by introducing the following pricing coefficients into the calculation:

· without making changes to the above-ground part of buildings - from 0.1 to 0.25;

· with changes to the above-ground part of buildings, changes in facades and layout, including changes in the number of storeys, roof structure - up to 0.7;

2.1.3. In the case of performing work on objects of repeated or mass use based on the block-section method, the base price of design work for the development of a basic block section is determined with a pricing coefficient of 0.8. In this case, the base price of work on the layout of the house is determined with a coefficient of up to 0.2.

2.1.4. The cost of block sections developed on the basis of a basic block section as part of a single series is determined with a pricing coefficient of up to 0.7 of the cost of the basic block section, depending on the complexity of their design.

2.1.5. When designing objects consisting of multiple (more than three times) repeating sections or buildings, the base price is set using correction factors to the cost of work on repeating sections (buildings) in accordance with paragraph 2.1.2. In this case, the cost of developing the base section (building) is determined in the same way as calculating the cost for a separate building.

2.1.6. When determining the base price for designing objects according to this Handbook, the following features must be taken into account:

· the cost of developing standard projects for block sections with end facades and a stroller section is determined based on the prices of residential buildings;

· the volume of the building is determined without taking into account the volumes of the technical floor, attic and underground.

2.1.7. When determining the base price for designing objects according to this Handbook, the following features must be taken into account:

· the base price for designing hotels in the four-star and five-star categories is determined by the price indicators of points 4-6 of the table with pricing coefficients of 1.2 and 1.3, respectively;

· the base price for designing hotels with attached restaurants is determined in accordance with paragraph 2.4 of this Handbook;

· the base price for designing boarding houses with therapeutic functions for disabled people is determined by the prices of points 1-3 of this table using a pricing coefficient of 1.15.

Chapter 2.2. Healthcare and recreation facilities (to tables No. 3, 4)

2.2.1. This chapter contains basic prices for determining the cost of developing design and working documentation for new construction of complexes and individual buildings and structures of healthcare and recreation institutions.

2.2.2. A medical facility complex means a number of functionally interconnected buildings and structures located on the same territory and having common communications, a unified energy supply system, water supply, etc.

The complex includes: the main building of the hospital (maternity hospital), a polyclinic (antenatal clinic), combined with a hospital, medical, treatment and diagnostic buildings, as well as utility and auxiliary buildings and structures.

The complex does not include: centralized auxiliary and production and economic services (pathology buildings, garages, warehouses, workshops, etc.), as well as separate classrooms, conference rooms, medical schools with dormitories serving several medical institutions of various profiles.

2.2.3. When determining the base price for designing objects according to tables N, this Handbook, the following features must be taken into account:

· the total area of ​​buildings or structures listed in paragraphs 1-8 of tables N and is defined as the sum of the areas of all floors (including technical, attic, basement, basement); without shed areas, small forms of architecture, farm sheds, garages;

· the base price for designing “four star” and “five star” holiday homes is determined by the prices of points 3, 4 using a pricing coefficient of up to 1.2;

· the base price for designing a rehabilitation center for the disabled is determined by the prices of points 5, 6 using a pricing coefficient of up to 1.15;

· the prices in the tables do not take into account the design of beaches with structures on them, dredging, bank protection works, piers and slipways;

· the base price for designing outside the complex of dormitory buildings for tourist centers and camps is determined at the prices of points 3, 4 using a pricing coefficient of up to 0.7;

· the base price for designing buildings and complexes for summer operation is determined using a pricing coefficient of up to 0.5.

Chapter 2.3. Physical education and sports facilities (to tables N 5-11)

2.3.1. This chapter contains basic prices for the development of design and working documentation for the construction of sports and physical culture and recreational facilities for mass use.

2.3.2. The base prices for planar and special structures take into account the cost of designing only the main structures without service and auxiliary structures and premises within the boundaries of the structure (sites, fields, and so on).

2.3.3. Basic prices for sports buildings and swimming pools take into account the design of the main elements (halls, baths) and mandatory auxiliary premises.

The price takes into account design work within the boundaries of the building, defined by the territory within a fifteen-meter zone from the building’s contour, including utility service inputs.

2.3.4. The base price for the design of complexes is determined by summing up the prices for the development of design and working documentation for the sports facilities included in it; in the case of placing various structures of the complex in a single volume or interlocking, the cost of design work is determined using a pricing coefficient of up to 1.2.

2.3.5. The basic price for designing gyms and bathtubs for swimming pools built into residential and public buildings is determined by the prices of the corresponding structures (Table N, this Handbook) using a pricing coefficient of up to 0.5.

2.3.6. The basic price for designing sports buildings and swimming pools with stationary seats for spectators with the number of spectators in buildings up to 500 people and swimming pools up to 1000 people (not counting seats on balconies) is determined by the prices of the corresponding structures (Tables N, , of this Handbook) using a pricing coefficient up to 1.2.

2.3.7. When designing complexes based on the customer’s instructions, the price of which is formed by summing up the prices for physical culture and sports facilities in this Directory, the base price of the master plan, vertical layout, landscaping, landscaping and on-site utility networks is determined by applying the following pricing coefficients to the price of the complex, depending on the area of ​​the allocated area and the degree of development with volumetric structures:

· territory from 0.5 to 3 hectares, construction area up to 30% - 0.25;

· territory from 0.5 to 3 hectares, building area over 30% - 0.2;

· territory from 3 to 10 hectares, building area up to 30% - 0.2;

· territory from 3 to 10 hectares, building area over 30% - 0.15;

· territory more than 10 hectares, built-up area up to 30% - 0.15;

· territory more than 10 hectares, built-up area over 30% - 0.1.

2.3.8. The cost of implementing a construction organization project, determined during the development of design documentation for the construction of complexes, is 5%.

2.3.9. The base prices do not take into account the design of engineering structures (heating station, refrigeration station, transformer substation, water booster pumping station, etc.) that ensure the operation of the designed structures or complex of structures.

2.3.10. When designing air-conditioned sports facilities, a pricing factor of 1.15 is applied to the base prices.

2.3.11. Basic prices do not include:

· amplification and simultaneous speech interpretation;

· production of booklets;

· ski slopes, fitness clubs, bowling alleys;

· calculations of natural illumination of objects located close to the designed objects in the existing urban development.

2.3.12. The base price for designing outdoor artificial ice rinks is determined according to the corresponding price in paragraph 4 of this Handbook using a pricing coefficient of up to 0.7.

2.3.13. The base price for designing outdoor pools is determined according to the corresponding prices of this Directory using a pricing coefficient of up to 0.8;

2.3.14.* When determining the base price for designing facilities according to this Handbook, it is necessary to take into account that the base price for designing stands when including additional sub-tribune premises is determined using the coefficients of Table No. 9a of this Handbook.

2.3.15.** The base price for designing objects according to tables N - of this Handbook when additional premises are included in them is determined using the coefficients given in the corresponding tables N -9a of this Handbook.

2.3.16. The base price for designing springboards according to this Handbook with referee towers and coaching stands is determined using a pricing coefficient of up to 1.2.

Chapter 2.4. Objects of education and preschool institutions (to tables N 12-13)

2.4.1. When determining the base price of design according to this Handbook, the total area of ​​preschool institutions and educational institutions does not include the area of ​​awnings, small forms of architecture, cold verandas, outbuildings, and garages.

2.4.2. When determining the base price for designing objects according to this Handbook, the following features must be taken into account:

· the base price for designing buildings of 10 floors and above is determined according to the prices in the table using a pricing coefficient of 1.15;

· the base price for designing a computer center, student canteens, dormitories, assembly halls, libraries, and sports and recreation camps is determined additionally.

Chapter 2.5. Objects of culture and art (to tables N 14-21)

2.5.1. When designing cultural and art objects with an expanded (reduced) composition of premises, maximum saturation of technological equipment (the necessary minimum of equipment that ensures the technological process), provided for by regulatory documents, base prices are accepted with application to sections of design and working documentation, the labor intensity of which varies depending from the listed factors, coefficient from 0.8 to 1.2 as agreed with the customer.

2.5.2. When determining, according to this Handbook, the base price for designing cinemas that combine stage and spectator complexes of two or more halls, as well as foyers used as stage areas, is determined by summing the prices of two or more cinemas. In this case, the following coefficients are applied to the price of the second and subsequent cinemas:

· 0.8 - to the technological section of the design documentation;

· 0.5 - to the architectural, construction and engineering sections of the design documentation.

2.5.3. Basic prices for theatrical and entertainment enterprises (this Directory) provide for the design of single-hall theaters, cinema-concert halls and circuses, the capacity intervals of which are provided for by regulatory documents, equipped with the optimal composition of technological equipment, located in year-round buildings with a normal composition of premises, with a sufficient level of comfort.

2.5.4. The base prices of this Directory do not take into account the design of:

· sound equipment for people with partial hearing loss;

· broadcasts and notifications in 2 or more directions;

· speech translation and conference systems;

· large screen television installations;

· outside broadcasts of radio and television broadcasting;

· laser installations;

2.5.5. The basic prices of this Directory are established for the design of theaters and cinema and concert halls with standard sizes of stages and stages provided for by regulatory documents. When designing stages and stages of other types, the cost of developing sections and types of design work related to the stage complex is determined with coefficients taking into account the listed factors:

· panoramic, three-sided, central, with rear stage, designed in addition to the grate stage - up to 1.3;

· panoramic, three-sided, central, with rear stage, designed to replace the grate stage - up to 0.7.

2.5.6. The basic price for designing technological systems for scenes with curved outlines in plan, longitudinal or transverse sections is determined according to this Handbook, applying to the relevant sections a coefficient that takes into account complicating factors - up to 1.2, as agreed with the customer.

2.5.7. When designing theaters for two or more companies in one hospital with a common main hall, the base price is determined according to this Directory with a pricing coefficient of up to 1.15 as agreed with the customer.

2.5.8. The base price for designing a theater auditorium as a citywide universal hall intended for holding the most significant public events, in accordance with the design assignment, which provides for additional requirements for the composition of the areas and equipment of the premises, is determined according to the corresponding prices of this Directory with a pricing coefficient of up to 1.2 in agreement with the customer.

2.5.9. The basic prices of cinematographic objects in tables N of this Handbook do not take into account the design of:

· installations for thermal treatment of industrial wastewater;

· water reduction;

· special treatment facilities for process wastewater.

Chapter 2.6. Research institutions, design and engineering organizations (to table No. 22)

2.6.1. The price for designing a complex of a research institute in this Directory takes into account the design of the following buildings: laboratory and research, administrative, warehouse, experimental workshops and power plants.

2.6.2. The basic price for the design of observatories, astronomical structures, buildings of research institutes dealing with problems of nuclear physics, space exploration, particle accelerators, class I and II radioactive isotopes, ultra-high-voltage equipment, heavy-duty electrical equipment, special converting devices, especially dangerous infections, genetic engineering with a degree protection F3 and F4, new directions in the field of electronics and cybernetics is determined in relation to the prices of the table with a pricing coefficient of 1.8.

2.6.3. When designing research institute facilities located in existing built-up areas, in cities with a population of more than 250 thousand people. a pricing coefficient of up to 1.1 is applied to prices, in cities with a population of 1 million people. and higher - up to 1.2.

2.6.4. The base price for designing buildings of 10 floors and above is determined according to this Handbook using a pricing coefficient of 1.15.

2.6.5. The base price for designing research institutions for humanitarian purposes is determined by the prices of paragraphs 1 and 2 of this Handbook using a pricing coefficient of 0.7.

2.6.6. The base price for the design of a complex of pilot production buildings takes into account the design of the compressor room and central heating station.

2.6.7. The prices in this Directory do not take into account the design of:

· overpasses and walk-through collectors;

· installations of industrial television and speech translation;

· ATS;

· compressor, cryogenic, hydrogen, nitrogen, oxygen stations and the like;

· chemical protection of structures and pipelines;

· stations for special water preparation (distilled, deionized, etc.);

· stations for special purification of process gases.

2.6.8. The prices for paragraphs 15 and 16 of this Handbook do not take into account the design of a technical library.

Chapter 2.7. Buildings of trade and public catering enterprises (to tables N 23-24)

2.7.1. The base price for designing lightweight buildings is determined by the prices of tables N, this Handbook, using a pricing coefficient of up to 0.7.

Chapter 2.8. Administrative buildings (to table No. 25)

2.8.1. When determining the base price for designing objects according to this Handbook, the following features must be taken into account:

· the base price for designing judicial institutions is determined at the prices of points 1.2* with a pricing coefficient of up to 1.15;

· When designing buildings listed in paragraphs 1-6 with air conditioning, a pricing coefficient of up to 1.2 is applied to the cost of the relevant sections.

Chapter 2.9. Public service facilities for the population (to table No. 26)

2.9.1. This Directory provides basic prices for the development of design and working documentation:

· dry cleaning enterprises;

· laundry and dry cleaning enterprises;

· enterprises for repairing household radio-electronic equipment;

· enterprises for repairing household machines and appliances;

· shoe repair and sewing enterprises;

· clothing repair and sewing enterprises;

· enterprises for the repair and production of knitted products;

· furniture manufacturing and repair enterprises;

· photo and film enterprises;

· rental studio;

· pawnshops;

· complex reception points, including hairdressing salons and other types of personal services.

2.9.2. The base prices of this Directory do not take into account the cost of designing an industrial television and boiler room.

Chapter 2.10. Public utility facilities for the population (to tables N 27-32)

2.10.1. The prices of this chapter do not take into account: certification and inventory of land plots, buildings, structures; small architectural forms, boiler houses (except for paragraphs 1-4 of this Handbook), construction dewatering, transfer and removal from the construction zone of surface and underground communications, roads

2.10.4. When determining the base price for designing objects according to this Handbook, the following features must be taken into account:

· the prices of points 1 and 2 do not take into account the cost of designing water treatment facilities;

· the base price for designing a hygienic-type bathhouse, interconnected with a laundry room for urgent laundry, is determined by the prices of points 3 and 4 using a pricing coefficient of up to 1.3;

· When designing a water softening plant, a pricing coefficient of 1.02 is applied to the prices in the table.

2.10.5. When determining the base price for designing objects according to this Handbook, the following features must be taken into account:

· the base price for designing embankments with a curved outline in plan is determined using a pricing coefficient of up to 1.15;

· the base price for designing slope embankments is determined using a pricing coefficient of up to 0.4;

· the base price for designing vertical embankments is determined using a pricing coefficient of up to 0.8;

· base prices take into account the design of strengthening the banks, ramps, ramps, embankment junctions at its beginning and end, drains and construction dewatering;

· the base price for designing the intersection of the embankment with existing and planned communications and structures is determined additionally.

Chapter 2.11. Urban electric transport (to tables N 33-38)

2.11.1. The prices of this chapter do not take into account the costs of: designing water supply and culvert channels and trays; development of measures for the safety of existing objects falling within the construction zone; development of a project for organizing a sanitary protection zone; development of a dendroplane and drawing up a statement calculating the compensation cost for demolished green spaces.

2.11.2. The base prices of this chapter provide for design based on geodetic plans on a scale of 1:500. When designing according to geodetic plans at a scale of 1:200, a pricing coefficient of 1.15 is applied to prices.

2.11.3. When crossing metro lines and structures, a coefficient of up to 1.2 is applied to the design prices of urban electric transport facilities located in their zone.

2.11.4. When designing facilities in cities with a population of 500 thousand to 1 million people, a pricing coefficient of up to 1.1 is applied to prices, with a population of more than 1 million people - a coefficient of up to 1.2, for the cities of Moscow and St. Petersburg - a coefficient of up to 1, 4.

2.11.5. When determining the base price for designing objects according to this Handbook, the following features must be taken into account:

· when the length of tracks in the city is over 100 km, a pricing coefficient of up to 1.1 is applied to the prices of point 10 for every 25 km of track;

· for electrical workshops, the main indicators of which differ from those given in the table, the design price should be determined by extrapolation based on the sum of the main indicators of power and length.

2.11.6. The base prices of this Directory do not take into account:

· power distribution substations;

· anti-landslide measures;

· traction substations.

2.11.7. When determining the base price for designing objects according to this Handbook, the following features must be taken into account:

· base prices are given for the design of terminal stations outside the complex;

2.11.8. When determining the base price for designing objects according to this Handbook, the following features must be taken into account:

· The unit of measurement for the length of lines is their length in single-track calculation. In this case, a reduction factor of up to 0.3 is applied to the cost of designing a nearby second track.

· base prices are given for lines with two end turning rings with the length of curves in plan not exceeding 15% of the length of the designed lines. The cost of additional, in excess of 15%, curved sections of the line and additional turning circles is determined with a coefficient of 1.15 for each kilometer of curves.

2.11.9. The base prices of this Directory do not take into account:

· removal from the construction zone and reconstruction of roads and railways, tram and trolleybus lines;

· structures: tram depot, terminal stations, electrical and track maintenance workshops, central control centers;

· bridges, overpasses, overpasses and pipes with a diameter of more than 1.5 m;

· city ​​streets, roads and underground drains;

· power supply 6 (10) kV AC and 0.6 kV DC, electrical calculations of traction networks, calculations of the influence of power lines and electrified railways;

· telemechanization of traction substations;

· notification at stopping points;

· motorways along the highway;

· special units of contact networks in artificial structures.

2.11.10. When jointly designing surface light rail lines or conventional tram lines with city streets, a pricing coefficient of 0.9 is applied to the prices of this Handbook.

2.11.11. When determining the basic design price according to this Handbook, the following features must be taken into account:

· base prices are given for lines - in one direction of travel. In this case, a reduction factor of up to 0.3 is applied to the cost of designing a second line running nearby.

· basic design prices for transport hubs are given - depending on the number of special parts;

· the base price for designing a trolleybus contact network is determined by individual lines, the length of which is limited by turning circles, turning circles or transport hubs;

· the base price for designing a tram line contact network is determined according to points 1, 2 using a pricing coefficient of up to 0.9;

· the base price for designing an overhead network of automatic tram switches is determined according to points 1, 2 using a pricing coefficient of 0.9;

· the base price for designing an overhead power supply network for the contact network of tram and trolleybus lines is determined according to points 1, 2 using a pricing coefficient of up to 0.8.

2.11.12. The base prices of this Directory do not take into account:

· design for fastening insulating panels under artificial structures (overpasses, overpasses, pipelines, etc.);

· lighting and traffic light signaling of trolleybus lines;

· automatic switches at tram line nodes, taking into account the cable and overhead networks;

2.11.13. The base prices of this Handbook do not take into account the design of control rooms and telemechanics points.

2.11.14. When determining the base price for designing objects according to this Handbook, the following features must be taken into account:

· This table shows prices for electrical calculations of 0.6 kV DC traction networks for trolleybus lines, conventional tram lines, local electrical calculations performed on a separate order;

· prices are given for the total length of tram (trolleybus) networks according to calculation options and development queues, in single-track terms (one direction of travel).

Chapter N 2.12. Models of residential and civil buildings and structures (to table No. 39)

2.12.2. The prices of this Directory provide for the production of models and sub-models showing buildings and structures, terrain, landscaping, small forms, roads, driveways, pedestrian paths, sports grounds and other objects.

2.12.3. The measurement of the expanded area of ​​the facades is carried out:

· for flat roofs - up to the top of the building's eaves;

· for volumetric roofs - up to the ridge of the roof (the highest point of the roof).

2.12.4. The prices in this Directory are given for models made of wood, plastic, metal and other materials. The production of models from soft materials (cardboard, polystyrene foam, plasticine, plaster, paper and others) is determined using a pricing coefficient of 0.6.

2.12.5. The production of models for exhibitions and museums is determined using a pricing coefficient of 1.2.

2.12.6. The prices of this Directory provide for the production of models on a scale of 1:100. When producing models at other scales, the following pricing coefficients are applied to prices:

· at a scale of 1:20 - 0.6;

· at a scale of 1:50 - 0.8;

· at a scale of 1:200 - 1.2;

· at a scale of 1:500 - 1.4.

2.12.7. The production of models without showing interiors and equipment is determined using a pricing coefficient of up to 0.5.

2.12.8. The production of collapsible models is determined using a pricing coefficient of up to 1.2.

2.12.9. When placing several separate buildings on one stretcher, the price of producing a model is determined as the sum of producing models of these buildings, while the production of models of accompanying buildings (all except the main one) is determined using a pricing coefficient of 0.9.

3. The procedure for determining the base price of design work depending on the total cost of construction

3.1. The base price for the development of design and working documentation is set as a percentage of the total cost of construction of unique buildings and structures (this Handbook).

3.2. The base price takes into account the cost of design work, reflected in the total cost of construction, corresponding to the final indicator of the cost of construction according to chapters 1-12 of the Consolidated Estimated Calculation of Construction Costs (CCCC), with the exception of the cost of work listed in paragraph 1.3.6 of the Guidelines.

3.3. The cost of construction to determine the base price of design work is determined by an analogous object, taking into account their comparability or by aggregated indicators of construction cost (types of work).

4. Basic prices for the development of design and working documentation

General guidelines for the use of Directories of basic prices for design work for construction have been developed by the Federal State Unitary Enterprise "CENTRINVESTproject" of the State Construction Committee of Russia.

Introduced and prepared for approval by the Department of Pricing and Estimated Standardization in Construction and the Housing and Communal Sector of the Gosstroy of Russia.

Put into effect on August 10, 2002 by Decree of the State Construction Committee of Russia dated 08/07/02 No. 102.

INTRODUCTION

Directories of basic prices for design work for construction (hereinafter referred to as Directories) are intended to determine basic prices for the purpose of subsequent formation of contract prices for the development of design documentation for new construction, expansion, reconstruction and technical re-equipment of industrial and housing and civil facilities.

General instructions are mandatory for use when using prices for design work given in all Directories.

I. GENERAL GUIDELINES FOR THE APPLICATION OF BASIC PRICE GUIDELINES FOR DESIGN WORK FOR CONSTRUCTION

1. Directories are intended for use by organizations of various organizational and legal forms that, according to the legislation of the Russian Federation, have the status of a legal entity.

2. Basic prices in the Directories are set depending on the natural indicators of the design objects (power, length, capacity, area, etc.) and the total cost of construction.

3. The prices given in the Directories are set in accordance with the composition, procedure for development, coordination and approval of project documentation for the construction of enterprises, buildings, structures provided for by SNiP 11-01-95.

4. The Directories contain prices for individual design of new construction of objects, buildings and structures, as well as individual elements of the complex using materials from standard and reused economical individual designs of workshops, buildings and structures included in them, as well as drawings of standard building structures, products and units.

Prices take into account all costs for the development of project documentation and profit, excluding value added tax.

6. The prices of the Directories take into account and do not require additional payment for the following works and services:

6.1 production of demonstration materials (except for demonstration models);

6.2 participation of the design organization together with the customer in the coordination of finished project documentation with state bodies and local governments;

6.3 protection of the working draft (project) in the examining and approving authorities.

7. The comprehensive prices of the Directories for the development of project documentation do not take into account the costs of:

7.1 development of design solutions specified in the design assignment in several options, with the exception of variant studies for selecting optimal design solutions.

The development of additional options for the project, detailed design or individual technological, structural, architectural and other solutions is established in the design assignment, where sections (or parts of these sections) of the project for which the development of these options and the initial data necessary for them must also be determined. development.

The degree of development of additional options is established in agreement with the customer.

During the development process, both the main and additional options, variant development of design solutions is carried out;

7.2 development of working drawings for special auxiliary structures, fixtures, devices and installations when designing objects with particularly complex structures and methods of work.

The base price for the development of working drawings of the specified structures, fixtures and devices is determined in the manner established by construction organizations, or by calculating the cost in accordance with the cost calculation;

7.3 development of solutions for monumental and decorative design of enterprises, buildings and structures.

Such work, in cases where it is provided for in the design assignment, is carried out, as a rule, by art fund organizations under separate contracts and prices;

7.4 making changes to the design documentation (with the exception of correcting errors made by the design organization).

The execution of the specified work must be provided for in the design task for the facility or a separate order from the customer and must be paid additionally;

7.5 development of detail drawings of metal structures (DMD) and prefabricated process pipelines.

The costs of the design organization carrying out the development of KMD drawings on behalf of the customer are determined according to the departmental prices of the manufacturing plants or based on cost calculations and are paid additionally;

7.6 inspections and measurement work at facilities subject to reconstruction, expansion and technical re-equipment.

The cost of such work should be determined using the relevant Directories, or by calculating the cost in accordance with cost calculation;

7.7 development of design documentation for individually manufactured equipment, in addition to drawing up the initial requirements for the design of this equipment.

The reference price guide takes into account the costs of drawing up initial requirements for the development of design documentation for individually manufactured equipment, including single and small-scale equipment. The technical specifications for the specified equipment are developed by the manufacturer.

In some cases, when the development of the specified design documentation is entrusted to a design organization, it is carried out, as a rule, under agreements with the equipment manufacturer. If the manufacturer is not determined, then the development of design documentation for the equipment can be carried out by a design organization on behalf of the customer. In this case, the base price for performing the specified design work is determined according to the departmental prices of the manufacturers of the specified equipment;

7.8 business trips.

The base prices of the Directory do not take into account the costs of business trips, including the costs of administrative personnel, if the trips of this personnel are directly related to the design of the facility;

7.9 development of projects for construction and installation works (CEP);

7.10 development of design documentation for the construction of temporary buildings and structures for the needs of construction organizations;

7.12 research and experimental work;

7.13 development of automated enterprise management systems (APCS) and automated process control systems (APCS).

The base price for the design of automated control systems and automated process control systems is determined according to the relevant price documents for the development of the specified technical documentation;

7.14 development of the ITM GOES section; the base development price is determined according to the relevant Directory;

7.15 development of the EIA section;

7.16 development of interiors carried out in accordance with GOST 21.507-81.

II. PROCEDURE FOR DETERMINING BASIC PRICES FOR DESIGN WORK

A. Depending on the natural indicators of design objects

1. The base price for the development of project documentation (project + working documentation) is determined by the formula:

2. The prices of the Directories for the development of design documentation for enterprises, workshops, buildings and structures take into account the cost of designing all on-site engineering networks, communications, structures and devices (electricity, water supply, sewerage, heat supply, etc.), including the connection of workshops, buildings and structures to them , as well as a general plan and landscaping within the construction site. If the price in the Directory is set for the development of design documentation for the main production (without taking into account auxiliary, as well as on-site engineering networks and structures), a comprehensive assessment is carried out by a set of cost indicators for the design of main and auxiliary facilities.

The cost of designing off-site engineering networks and communications in complex prices is not taken into account and is determined additionally.

3. The price for developing design documentation for individual workshops, buildings and structures, carried out by subcontracting design organizations, in cases where the cost of designing these objects is taken into account by the prices of the relevant Directory, is determined at the same prices at which the cost of design was determined by the general designer.

4. If the projected object has a value of the main indicator less than the minimum or more than the maximum indicators given in the price tables of the Directories, the price for developing design documentation is determined by extrapolation in accordance with the formula given in the appendix.

In cases where the accepted indicator is less than half the minimum or more than double the maximum indicator given in the table, the base price of design work is determined in the manner established by clause.

7. The price for developing technical documentation for major repairs of building structures of buildings and structures is determined according to the relevant Directory of Basic Prices.

If it is impossible to apply the specified Directory, the price of work can be determined using the corresponding Directories of basic prices for design work for new construction conditions using a reduction factor to the design price for new construction conditions in the amount of no more0.5 depending on the amount of work.

8. Costs of design organizations located in areas in which, in accordance with current legislation, payments are made due to regional regulation of wages, incl. payments according to regional coefficients, as well as wage supplements for continuous work experience and other benefits provided for by law in the regions of the Far North and equivalent areas, are determined additionally by introducing increasing coefficients to the total base price, established on the basis of relevant substantiating calculations performed the design organization itself.

The method for calculating increasing coefficients is set out in the “Recommendations for determining the coefficient to base prices for design work, taking into account the additional costs of organizations for preferential wage payments,” approved and recommended for use by letter of the Gosstroy of Russia dated June 30, 1998 No. 9-10-17 /40.

B. From the total cost of construction

9. The base price of design documentation (project + working documentation) is determined from the total cost of construction depending on the categories of complexity of design objects.

10. The price of design documentation includes the cost of designing the entire complex of buildings, structures and types of design work, reflected in the total cost of construction, determined by an analogue object, taking into account their comparability or by aggregated indicators of estimated standards (per unit of indicators: 1 sq. m total area, 1 cu. m volume of the building, 1 p.m. tracks, 1 ha development, per unit of power, productivity, etc.).

11. The price of design documentation is determined using tables corresponding to the purpose of the design objects.

12. The base price of project documentation is determined by the formula:

TOi - coefficient reflecting inflation processes at the time of determining the price of design work for the construction of a facility.

To recalculate the cost of construction of facilities from the price level as of 01/01/2000 to the price level as of 01/01/2001, a coefficient equal to 1,38.

13. In cases where the projected object has a construction cost value that is between the indicators given in the table, the base price for the development of design documentation is determined by interpolation.

If the cost of constructing an object is less or more than the extreme cost indicators given in the price table, the base price of the design work is accepted in the amounts established for the extreme indicators (without extrapolation downwards or upwards).

15. The distribution of the price of design work by design stages is given in the Directories and can be clarified by agreement between the design organization and the customer.

16. The cost of individual sections of design documentation, taken into account at base prices, for new construction projects is determined according to the tables of relative (approximate) costs given in the Reference Books and can be specified by the management of the design organization within the limits of the total cost for each stage of design, both when performing work on its own, as well as and when transferring part of the work to subcontracting design organizations in agreement with them.

In the same manner, the relative cost of other sections of design work taken into account by the base prices, but not highlighted in the relative cost tables, can be determined.

The relative cost of developing sections of design work during the reconstruction and technical re-equipment of existing enterprises, buildings and structures is established by the design organization within the limits of a certain total design cost, depending on the labor intensity of the work performed.

III. PROCEDURE FOR DETERMINING THE COST OF DESIGN WORK, TAKEN INTO ACCOUNT OF ADDITIONAL FACTORS AFFECTING THE LABOR INTENSITY OF DESIGN

1. The price for developing design documentation using the mock-up design method is determined according to the prices of the Directories using increasing factors.

If there are no established increasing coefficients in the Directories, the price of developing project documentation using the specified method is determined by applying the coefficients to the base price: at the “project” stage - 1.05; at the “detailed draft” and “working documentation” stage - 1.1.

2. The price of design work to be carried out in a reduced composition and volume compared to that provided for by current regulatory documents (development of additional design options or individual technological, structural, architectural and other solutions developed in accordance with the design assignment) is determined at the prices for the development of design documentation the corresponding object using a reduction factor, the size of which is set by the contractor in accordance with the labor intensity of the work in agreement with the customer.

3. During construction in queues, the price for developing detailed designs (projects) of enterprises and structures is determined according to the prices of the Directories, based on the main indicators of each queue separately. In this case, up to 20 percent of the cost of developing a detailed design (without working documentation) or a design for all subsequent stages is added to the cost of designing the first stage of construction.

4. The price of linking standard projects is determined by the prices of the Directories using a coefficient of 0.35.

The price of linking standard projects with changes to them is determined according to the prices of the Directories using a coefficient of up to 0.7, depending on the labor intensity of the work.

5. The price of developing design documentation for the construction of objects classified as unique and experimental in accordance with clause 8.4 of SNiP 10-01-94 “System of regulatory documents in construction. Basic provisions”, determined by the prices of the Directories; in this case, a coefficient of 1.5 is applied to the cost of those types of design work, the development of which is more complicated.

6. The price of developing design documentation for the construction of enterprises, buildings and structures in difficult conditions is determined at the prices of the Directories with the following coefficients applied to the cost of design work, for the development of which the relevant regulatory documents establish special requirements:

If there are two or more complicating factors, coefficients are applied for each factor.

7. The price of designing enterprises, buildings and structures with the installation of imported main technological equipment used by the design organization for the first time is determined according to the prices of the Directories; in this case, to the cost of types of design work, the development of which is complicated due to the use of the specified equipment, in agreement with the customer, a coefficient of up to 1.3 is applied.

8. The costs of design organizations associated with their implementation of the functions of general designer and supervision of design work transferred to subcontract are determined in the amount of up to 2% of the price of development of design documentation transferred to subcontracted design organizations, and are paid additionally.

9. The prices of the Directories take into account the cost 4 copies of design documentation issued to the customer.

The cost of copies of design products issued at the request of the customer in excess of the specified quantity is determined in addition to the base price.

10. When determining the cost of design work at the prices of the Directories in the presence of several complicating factors and in connection with this the application of several coefficients greater than one, the overall increasing coefficient is determined by summing their fractional parts and one.

When determining the cost of design work using several coefficients less than one, the overall reduction coefficient is determined by multiplying them.

11. Instructions for the use of prices and correction factors given in one Directory are not allowed to be used when determining the cost of design work in other Directories.

12. When determining the base price of design according to the Directories of base prices for design work for construction, in the event of a reduction in specific design periods compared to the standard ones, in agreement with the customer, it is recommended to apply the following increasing factors:

when the period is reduced by 1.2 times - up to 1.1;

1.4 times - up to 1.2;

2 or more times - up to 1.4.

13. The price for the development of design documentation, carried out in accordance with the relevant regulatory documents regulating the design of objects for construction abroad, is determined in the following order.

The price of performing justifications for investments in construction is determined by prices for project development using a coefficient of up to 0.5.

In cases where, during the development of justifications, a site (route) is selected for the construction of an enterprise, building, structure, the specified coefficient increases by 0.05.

The price for the implementation of projects, detailed designs and working documentation for new construction of enterprises, buildings and structures is determined according to the prices of the Directories using coefficients of 1.2, respectively; 1.04 and 1.

The price for developing design documentation for the reconstruction and technical re-equipment of existing enterprises, buildings and structures is determined in the manner set out in paragraphs. and section.

In the case when the designed object has a value of the main indicator less than the minimum or more than the maximum indicator given in the table of the Collection of Prices or the Directory of Basic Prices, the basic price of the design is determined by extrapolation; in this case, the amount of adjustment to the price decreases by 40%, i.e. when calculating the indicator of the designed object X ass accepted with a coefficient of 0.6.

II. PROCEDURE FOR DETERMINING BASIC PRICES FOR DESIGN WORK

The prices of the Directories for the development of design documentation for enterprises, workshops, buildings and structures take into account the cost of designing all internal three-site x engineering networks, communications, structures and devices (electricity, water supply, sewerage, heat supply, etc.), including the connection of workshops, buildings and structures to them, as well as the general plan and landscaping within the construction site. If the price in the Directory is set for the development of design documentation for the main production (without taking into account auxiliary, as well as on-site engineering networks and structures), a comprehensive assessment is carried out by a set of cost indicators for the design of main and auxiliary facilities.

Off-site design prices x engineering networks and communications are not taken into account in complex prices and are determined additionally.

3. The price for developing design documentation for individual workshops, buildings and structures, carried out by subcontracting design organizations, in cases where the cost of designing these objects is taken into account by the prices of the relevant Directory, is determined at the same prices at which the cost of design was determined by the general designer.

4. If the projected object has a key indicator value less than the minimum or more than the maximum indicators given in the price tables of the Directories, the price for developing design documentation is determined by extrapolation in accordance with the formula given in the appendix.

In cases where the accepted indicator is less than half the minimum or more than double the maximum indicator given in the table, the base price of design work is determined in the manner established by clause.

7. The price for developing technical documentation for major repairs of building structures of buildings and structures is determined according to the relevant Directory of Basic Prices.

If it is impossible to apply the specified Directory, the price of work can be determined using the corresponding Directories of basic prices for design work for new construction conditions using a reduction factor to the design price for new construction conditions in the amount of no more 0, 5depending on the amount of work.

8. Costs of design organizations located in areas in which, in accordance with current legislation, payments are made due to regional regulation of wages, incl. payments according to regional coefficients, as well as wage supplements for continuous work experience and other benefits provided for by law in the regions of the Far North and equivalent areas, are determined additionally by introducing increasing coefficients to the total base price, established on the basis of relevant substantiating calculations performed the design organization itself.

The method for calculating increasing coefficients is set out in the “Recommendations for determining the coefficient to base prices for design work, taking into account the additional costs of organizations for preferential wage payments,” approved and recommended for use by a letter from the Gosstroy of Russia dated 30. 06. 98 No. 9-10-17/40.

9. The base price of design documentation (project + working documentation) is determined from the total cost of construction depending on the categories of complexity of design objects.

The price of design documentation includes the cost of designing the entire complex of buildings, structures and types of design work, which are reflected in the total cost of construction, determined by an analogous object, taking into account their comparability or by aggregated indicators of estimated standards (per unit of indicators:1 sq. m total area, 1 cu. mvolume of the building, 1 P. m tracks, 1 hadevelopment, per unit of power, productivity, etc.).

11.The price of design documentation is determined using tables corresponding to the purpose of the design objects.

12. The base price of project documentation is determined by the formula:

13. In cases where the projected object has a construction cost value that is between the indicators given in the table, the base price for the development of design documentation is determined by interpolation.

If the cost of constructing an object is less or more than the extreme cost indicators given in the price table, the base price of the design work is accepted in the amounts established for the extreme indicators (without extrapolation downwards or upwards).

14. The price for developing design documentation for the reconstruction and technical re-equipment of existing enterprises, workshops, buildings and structures is determined based on the cost of the reconstruction object,calculated for the conditions of new construction of these facilities using a multiplying factor up to 1, 5and a reduction factor taking into account the volume of reconstruction work established by the design organization in agreement with the customer.

15. The distribution of the price of design work by design stages is given in the Directories and can be clarified by agreement between the design organization and the customer.

16. The cost of individual sections of design documentation, taken into account at base prices, for new construction projects is determined according to the tables of relative (approximate) costs given in the Reference Books and can be specified by the management of the design organization within the limits of the total cost for each stage of design, both when performing work on its own, and when netransferring part of the work to subcontracting design organizations in agreement with them.

In the same manner, the relative cost of other sections of design work taken into account by the base prices, but not highlighted in the relative cost tables, can be determined.

The relative cost of developing sections of design work during the reconstruction and technical re-equipment of existing enterprises, buildings and structures is established by the design organization within the limits of a certain total design cost, depending on the labor intensity of the work performed.

III. PROCEDURE FOR DETERMINING THE COST OF DESIGN WORK, TAKEN INTO ACCOUNT OF ADDITIONAL FACTORS AFFECTING THE LABOR INTENSITY OF DESIGN

1.The price for developing design documentation using the mock-up design method is determined according to the prices of the Directories using increasing factors.

If there are no established increasing coefficients in the Directories, the price of developing project documentation using the specified method is determined by applying the coefficients to the base price: at the “project” stage - 1, 05; at the “detailed draft” and “working documentation” stage - 1, 1.

2. The price of design work to be carried out in a reduced composition and volume compared to that provided for by current regulatory documents (development of additional design options or individual technological, structural, architectural and other solutions developed in accordance with the design assignment) is determined at the prices for the development of design documentation for the corresponding facility using a reduction factor, the size of which is set by the contractor in accordance with the labor intensity of the work in agreement with the customer.

3. During construction in queues, the price for developing detailed designs (projects) of enterprises and structures is determined according to the prices of the Directories, based on the main indicators of each queue separately. In this case, up to 20percent of the price of developing a working draft (without working documentation) or a draft of all subsequent phases.

4. The price of linking standard projects is determined according to the prices of the Directories using the coefficient 0, 35.

The price of linking standard projects with changes to them is determined according to the prices of the Directories using a coefficient of up to 0, 7depending on the complexity of the work.

5. The cost of developing design documentation for the construction of facilities classified as unique and experimental in accordance with clause 8.4 “System of regulatory documents in construction. 6. The cost of copies of design products issued at the request of the customer in excess of the specified quantity is determined in addition to the base price.

10. 12. When determining the base price of design according to the Directories of base prices for design work for construction, in the event of a reduction in specific design periods compared to the standard ones, in agreement with the customer, it is recommended to apply the following increasing factors:
