1. General Provisions

1.1. This provision determines the procedure for accreditation, the rights and responsibilities of public observers during the period of the Unified State Examination (hereinafter referred to as the Unified State Examination).

1.2. In order to more fully inform the public about the progress of the Unified State Examination, increase the transparency and objectivity of the exam and strengthen control over the progress of its implementation, an institute of public observers has been created in the Kursk region.

1.3. In their activities, public observers are guided by:

· The procedure for conducting a unified state exam, approved by order of the Ministry of Education and Science of the Russian Federation (registered by the Ministry of Justice of Russia);

· instructive and methodological documents of Rosobrnadzor on the organization of the Unified State Examination;

2. Accreditation of public observers

2.1. Accreditation recognizes the empowerment of a citizen to carry out activities for public monitoring of the progress of the unified state examination. The powers of public observers are confirmed by certificates.

2.2. The following may be accredited as public observers:

Representatives of government authorities;

Members of parent committees of educational institutions;

Members of boards of trustees of educational institutions;

Specialists of educational institutions of professional and additional professional education;

I reserve the right to withdraw my consent by drawing up an appropriate written document, which can be sent by me to the Operator by registered mail with return receipt requested, or delivered personally against signature to a representative of the Operator.

If I receive a written application to withdraw this consent to the processing of personal data, the Operator is obliged to immediately stop processing it.

This instruction has been developed for citizens of the Russian Federation who have received accreditation in accordance with the Procedure for the accreditation of citizens as public observers during the state final certification of educational programs of basic general and secondary general education, the All-Russian Olympiad for schoolchildren and Olympiads for schoolchildren, approved by order of the Ministry of Education and Science of Russia dated June 28, 2013 No. 491 (registered by the Ministry of Justice of Russia on August 02, 2013, registration No. 29234), and planning to carry out public observation during the conduct of the State Examination in the form of the Unified State Exam in the PPE.

The instructions were developed on the basis of regulatory legal acts and methodological documents of Rosobrnadzor.

General provisions

In order to ensure compliance with the procedure for conducting state inspections, public observers are given the right to:

upon presentation of an identification document and a public observer certificate, be present at all stages of the State Examination, including at the PES;

send information about violations identified during the state inspection to Rosobrnadzor, OIV, executive authorities of the constituent entities of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education.

Public observers are vested with a number of powers and responsibilities, some of which are presented in this instruction. In the constituent entities of the Russian Federation, the list of powers and responsibilities may be clarified and (or) supplemented, but not reduced or significantly changed.

The public observer must familiarize himself in advance with the procedure for conducting the state inspection, with the methodological recommendations of Rosobrnadzor, with the rights and responsibilities of the public observer.

Persons with whom the public observer interacts when resolving issues related to the conduct of the Unified State Exam in the PES at all stages:

members of the SEC;

head of the PPE;

officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education (if any).

The list of persons involved in conducting the Unified State Examination in this PES, including members of the State Examination Committee, organizers, public observers and other PES employees must be in the PES (form PES -07 “List of PES Employees”).

The public observer can move freely around the PES and PES audiences. At the same time, there is no more than one public observer in one PES audience. A public observer cannot interfere with the work and interfere with the organizers, members of the State Examination Committee (in the performance of their duties) and participants in the Unified State Examination.

The public observer is obliged to comply with the Order. For violation of the Order, the public observer will be removed from the PES by members of the State Election Committee.

Stage of preparation for the exam

To enter the PES, a public observer presents an identification document, as well as a public observer ID, which indicates the surname, first name, patronymic (if any) of the public observer, the number and address of this PES, the date of the exam, the number of the certificate, the date of issue, and position the person who signed the certificate and the seal of the accrediting body. It is recommended to keep these documents with you during the entire stay in the PPE.

The public observer must arrive at the PET no later than one hour before the start of the exam.

In the case of using CMM in electronic form, a public observer has the right to be present when a member of the State Electoral Commission receives from an authorized organization data for access to CMM in electronic form and organizing the printing of CMM on paper. The procedure for printing KIM in PPE classrooms is described in the Methodological Recommendations for the preparation and conduct of the Unified State Exam at examination sites in 2016.

Before the start of the exam, the public observer must clarify with the head of the PES and members of the State Examination Committee the procedural issues of interaction during and after the exam.

Public observers are prohibited from providing assistance to Unified State Examination participants, including transferring to them communications equipment, electronic computer equipment, photographs, audio and video equipment, reference materials, written notes and other means of storing and transmitting information, as well as using communication means outside the PES headquarters.

Before the start of the exam, the public observer must receive from the head of the PES the PES form 18-MASH “Act of public observation of the Unified State Examination in the PES.”

If there are several public observers present at the PES, they are recommended to organize themselves before the exam and draw up a plan for their presence in the classrooms, indicating the time they will be in them. This will allow, at the examination stage, to eliminate violations associated with the presence of more than one public observer in the audience.

Before the examination begins, the public observer should note the following.

In the building (complex of buildings) where the PES is located, before entering the PES, the following are distinguished:

a) places for storing personal belongings of Unified State Exam participants, organizers, medical workers, technical specialists and assistants providing the necessary technical assistance to Unified State Exam participants with disabilities, disabled children, and people with disabilities;

b) premises for representatives of organizations carrying out educational activities, accompanying students (hereinafter referred to as accompanying persons), and representatives of the media.

Organization of premises and technical equipment of PPE:

in the PES there are at least 15 participants of the Unified State Exam (with the exception of PES organized for persons with disabilities, children with disabilities and disabled people, including PES organized at home, in hard-to-reach and remote areas, in special closed educational institutions, in institutions executing punishment in the form of imprisonment, as well as those located outside the territory of the Russian Federation, including in foreign institutions);

PES must be equipped with functioning stationary and (or) portable metal detectors. On the day of the examination, rooms not in use must be locked and sealed.

by decision of the State Examination Committee, PES can also be equipped with systems for suppressing mobile communications signals.

The PES should organize:

a) Audiences for Unified State Examination participants.

The number of classrooms is determined based on the fact that in each classroom there are no more than 25 Unified State Exam participants in compliance with the relevant requirements of sanitary and epidemiological rules and regulations. Each USE participant must be allocated a separate workplace (individual table and chair).

On the day of the exam, it is prohibited to equip PPE classrooms with technical means (computers, printers, scanners, etc.), except for the cases listed below, provided for by the Procedure:

classrooms must be equipped with video surveillance equipment and other technical means to ensure the functionality of video surveillance equipment 1 ;

classrooms are equipped with special technical means when conducting the Unified State Examination for Unified State Examination participants with disabilities, disabled children and people with disabilities (if necessary);

in the case of using CMMs on electronic media, audiences are provided with a specialized hardware and software complex for CMM printing. Also in the classrooms there are designated places (tables) on which EVs are laid out. The procedure for printing KIM in PPE classrooms is given in Appendix 7 of the Methodological Recommendations for the Preparation and Conduct of the Unified State Exam at exam sites in 2016;

when conducting the Unified State Examination in foreign languages ​​with the “Speaking” section included, classrooms are equipped with computers (laptops) with installed software and a connected headset (headphones with microphone), digital audio recording equipment;

classrooms allocated for the Unified State Examination in foreign languages ​​with the “Listening” section included are equipped with means of playing audio media.

PPE classrooms should have:

functioning clocks have been prepared that are in the field of view of the Unified State Exam participants;

on the day of the exam, stands, posters and other materials with reference and educational information on the relevant academic subjects are closed;

workplaces have been prepared for Unified State Exam participants, marked with a prominent number;

a table has been prepared, located within the visibility range of CCTV cameras, for the layout and subsequent packaging of EVs collected by the organizers from the Unified State Exam participants;

paper for drafts has been prepared with the stamp of the educational organization on the basis of which the PPE is organized, at the rate of two sheets for each USE participant (in the case of the USE in foreign languages ​​with the “Speaking” section included, drafts are not issued).

b) Room(s) for the head of the PPE (PPE Headquarters).

The PPE allocates a room(s) for the head of the PPE (PPE Headquarters), equipped with telephone communications and video surveillance, a printer and a personal computer with the necessary software and information security tools for the automated distribution of students, graduates of previous years and organizers into classrooms for the examination (if such distribution is made in the PES). The PES headquarters must be equipped with a safe (or metal cabinet), located in the visibility range of CCTV cameras, for safe storage of EM.

If, by decision of the State Examination Committee, scanning of exam papers of Unified State Exam participants is carried out at the PES Headquarters, then the PES Headquarters is also provided with scanners.

c) Medical office or separate room for a medical worker.

d) Workplaces (tables, chairs) for organizers outside the classroom.

e) Premises for accompanying persons, representatives of the media, public observers and other persons entitled to be present at the PET on the day of the examination. These premises must be isolated from the exam rooms.

e) A workplace with a functioning stationary and (or) portable metal detector for law enforcement officers and (or) employees of internal affairs bodies (police), as well as organizers outside the classroom ensuring the entrance of Unified State Exam participants to the PPE, must be equipped.

On the day of the exam, the following are present at the PPE:

a) the leader and organizers of the PES;

b) at least one member of the State Executive Committee;

c) the head of the organization in whose premises the PES is organized, or a person authorized by him (during the Unified State Examination in the PES, he is at the PES Headquarters);

d) technical specialists in working with software who provide information and technical assistance to the head and organizers of the PES, including technical specialists from the organization responsible for installing and ensuring the operation of video surveillance equipment.

e) medical workers;

f) assistants providing the necessary technical assistance to Unified State Examination participants with disabilities, disabled children and people with disabilities, taking into account their health status, characteristics of psychophysical development, including directly when performing examination work (if necessary);

g) law enforcement officers and (or) employees of internal affairs bodies (police);

h) accompanying persons.

On the day of the exam, the following may be present at the PPE:

representatives of the media;

public observers accredited in accordance with the established procedure;

officials of Rosobrnadzor and (or) the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education.

Representatives of the media are present in the examination rooms only until students and graduates of previous years begin filling out the registration fields of the examination paper.

Admission to the PPE of all persons is carried out only if they have documents proving their identity and confirming their authority.

On May 29, a busy time began for Russian school graduates, as well as their parents—taking the Unified State Exam. Our correspondent went to look at the exam through the eyes of a public observer.

We begin to “observe”

When at gymnasium No. 87, where my children study, I was offered to become a public observer for the Unified State Examination, I happily agreed. It's next year for my son, and my anxiety about the upcoming exams is slowly starting to turn into panic. Therefore, participation in the exam seemed to me an excellent opportunity to learn everything myself and how to properly prepare for the upcoming tests.

So on a sunny May morning I went to “observe”.

The location of the exam was easily determined by the crowd of young people in white shirts. We took computer science, so the representatives of the stronger sex predominated among the examinees. The atmosphere was moderately excited.

One young man, in order to defuse the tension, shouted: “And I have the answers!” The children reacted sluggishly to the joke: cheating is more expensive for yourself, the schoolchildren have learned this firmly, and besides, it’s easy for a retake, which will happen in a year (looking ahead, I’ll say that the possibility of cheating on the exam is absolutely excluded). Yes, and about the danger of ready-made answers that Internet scammers offer us with obsessive helpfulness, teachers tell us every day, starting from the 9th grade: who knows whether these answers are correct? And do they answer the right questions?..

At 9.00, the children and the adults accompanying them lined up. Lists of examinees assigned to classrooms were brought out of the school, and the formation of groups began.

Perhaps the kids were smart (they do take computer science after all) - but the formation went smoothly, like in the army. The children lined up in a column one at a time - in the left hand, an unfolded passport without a cover, in the right hand, a gel pen and a bottle of water (the chocolate bar taken from home had already been eaten) - and, under the friendly parting words of the organizer, they entered the school. In my case - in PPE 0813.

World of abbreviations

The first thing that “scratches” the eye and hurts the observer’s ears is the abundance of abbreviations. You can talk for a long time about why abbreviations have taken root in Russian schools, but the average person who is inexperienced in the intricacies of passing the exam cannot do without a translator. So, the most common abbreviations: GIA - state final certification. It is carried out in the form of a mandatory state examination (OSE) for ninth-graders and a unified state examination (USE) for school graduates and graduates of previous years (IDPs). There is a form of GVE - the state final exam, it is conducted for graduates with disabilities. The rest is simple: PPE - exam reception point, KIMs - control and measuring materials (which, starting from this year, are printed on some PPEs right before the exam), GEC - state examination commission.

The most intense minutes are the last five before the opening of the CMMs. It took exactly one minute to distribute the materials (hours in the classroom are a prerequisite for the exam). For the next eighteen minutes, a member of the State Examination Committee read the instructions - in the voice of an airport announcer, eliminating the possibility of misinterpretation. The exam started at 10.19.

Exactly in 3 hours 55 minutes, all works will be sent to the PPE Headquarters, where, after scanning, they will be sent for processing to the RCPO (regional information processing center). On whose website, by the way, you can find out the preliminary results of the exam.

No connection with the outside world

It’s easier to escape from prison than to write off the Unified State Exam,” one of the exam organizers exclaimed in a whisper. And indeed: if someone pins their hopes on cheat sheets, let them leave their stupid aspirations at the threshold of the PES. It is impossible to write off: all vests and jackets of the examinees are left at the entrance, the phone and smart watch gadgets are handed over to the accompanying person. Any unauthorized piece of paper under the sight of video cameras will be regarded as a cheat sheet, and the violator will mercilessly be sent to retake the next year. All areas of the school are sealed. It's funny, but a piece of paper with a stamp and signature is even pasted on the toilet tank, where children go with a guide.

At the Unified State Exam, unprecedented security measures are being taken: in the morning, all PES are sniffed for explosives by the kindest creature - the shepherd Alpha, and the examinees are (very delicately) checked with a metal detector.

There are jammers in the school building, so the phone is useless. Communication is only available at the PES headquarters, where large monitors show all the audiences at a glance. My journalist's notebook fell victim to information security, which I had to leave in the room for personal belongings of public observers and media representatives. In response to my objections that, supposedly, “a journalist is supposed to,” they answered me: since it’s supposed to, we will open an office, you write down what you need, and we’ll wait. So I had to write the report from memory...

On May 27, Friday, the unified state exam starts - geography and literature open a series of tests. While yesterday's schoolchildren are preparing for the Unified State Exam, frantically solving tests and tormenting the Internet in search of answers, we talked with a teacher who has been working as an observer at the exam point for four years in a row. On condition of anonymity, she told what the Unified State Exam looks like through the eyes of the organizer, how teachers can help children, and why it is worth escorting schoolchildren to the toilet.

How and why do you become an exam observer?

For school teachers, participation in the Unified State Examination procedure is mandatory. The school administration simply puts forward a list of observers, no one asks the teachers themselves - according to the instructions, you go to all the instructions, and then you end up on the organizing team at the exam point. At the same time, there is no additional payment for such work; we perform it as part of our school duties. The only way to avoid this is to become seriously ill.

What is included in the briefing?

The training takes place in three stages: we complete the first one remotely, simply filling out a form on the website. If the results of the survey are not very good, you may be urged to read the exam rules again. At the second stage, the chairman of the holding point gathers all the organizers, where we are given personal instruction, usually two weeks before the day of taking the Unified State Exam. The last time we receive instructions is on the day of the exam.

Man becomes something like furniture

It should be clarified that the concept of “organizer” includes positions that are completely different in function. Someone works as an observer in the office, and someone as a guide in the corridor, and so on. Both of them are organizers. In four years I managed to take on different roles.

What's the hardest thing?

It doesn’t matter how many diplomas and awards you have: during the exam, your only function is to take the children to the toilet

It is difficult to perform all the duties of an organizer, even physically. During the time you spend on the State Examination or the Unified State Exam, you cannot use your phone or anything else. In essence, human functions are reduced to monotonous inactivity for almost four hours. Of course it's annoying. It is especially difficult to be an observer in the classroom: the teacher does not even have the right to walk around unless necessary. A person becomes something like furniture so as not to interfere with children taking an exam.

Personally, I am very worried about children: what if, due to worries, the child becomes ill or begins to behave inappropriately. You have to be constantly prepared for such emergency situations, and this is very stressful.

The least honorable thing is to be on duty in the corridor: it doesn’t matter what category you have, how many diplomas, prizes and awards: during the exam, your only function is to take the children to the toilet and pick them up from there.

If we put aside all prejudices, there is at least some movement here. At the very least, you can at least walk along the corridor and quietly talk about something with your colleagues. It's a little relaxing.

How the rules of conduct during the exam are changing

First of all, cameras appeared, but I cannot say that this greatly influenced the process of passing the Unified State Exam. At our venue, all instructions were always followed, so I did not notice any difference. The organizers bear financial responsibility: if the cameras show that a child in the classroom was cheating, and the teachers in the classroom did not react to this, he may incur an administrative penalty in the form of a fine of up to 30,000 rubles. It is clear that no one needs such problems.

During the exam, you cannot take off your jacket and hang it next to you.

For children, the time to get to the exam point has now become stricter. If previously you could go through even with a piece of paper on which the child noted which exams he was taking, now you can only take with you a passport without a cover, a pen, a chocolate bar and water without a label. If a child arrives in a jacket and it’s hot in the room, you suggest that he leave the jacket in the wardrobe, since during the exam he cannot take off his jacket and hang it next to him.

At the entrance, they check with a metal detector to ensure that children do not have phones or even wristwatches with them, since there are so many models of “smart” watches. The child is very kindly asked to submit all the things prohibited in the exam. All organizers understand that people are already in a difficult situation and there is no point in increasing stress.

How organizers can help a child during an exam

We can help with the exam, but strictly within the rules. If a child begins to behave incorrectly, we approach and ask if something is bothering him, thereby making it clear that his behavior is suspicious. This is usually enough for smart children. Of course, if the child behaved completely inappropriately and, after a warning, began to cheat, the organizer in the office turns to the person in charge and he decides the future fate of the child: whether he will remain in the exam or not. We had a situation when I saw that the girl had formulas all over her hands, and her sleeves were not long enough. I approached her and offered to go to the toilet and wash my hands. To which the graduate literally sent me, saying, I can sit as I want. I had to take action.

Only once did I deviate a little from the instructions. When I was on duty in the corridor, a child came out to me and asked me to walk around the lyceum with him, not to the toilet and back, but along the floors. I saw that he was very nervous and he needed to move to bring himself to his senses. I agreed. He just walked with me in silence, and then thanked me and returned back to the audience. I would like to believe that I managed to help him calm down and tune in.

How organizers can influence exam success

Both the organizers and the children, in fact, are committed to the same thing. All participants in the process know very well that you cannot go beyond the rules. The child, by the way, has the right to write a complaint against the teacher, but this will not lead to anything good.

To ensure that the exams are held fairly, this year in all Belgorod holding points and in the regional information processing center, video surveillance operates only in online mode (previously, recordings from some points were not broadcast in real time). Mobile communications are suppressed at every point. These and other subtleties should be monitored by public observers.

I began to remember what I knew about the final certification of schoolchildren. It turned out that it was not much. I myself took the Unified State Exam only in Russian and mathematics. This was the year when the new format was just being introduced as an experiment. And an observer without special knowledge is essentially useless. A solution was found: distance learning on the website egebook.ru helped fill the gaps. The course started at the end of March and lasted until the end of May.

The program suggested that I take a preliminary test, which I did not fail to do, hoping that perhaps I wouldn’t have to study. But I was too arrogant. The computer asked questions like, “What form is used to file appeals?” – with answer options “PPE-02”, “2-AP”, “1-AP”, “PPE 18-MASH” And "PPE-03". Or he suggested choosing from federal laws, orders of the Ministry of Education and Science and government regulations a document that regulates the operation of the information system for the State Inspectorate.

I was unable to pass the test with the required number of points, so I had to study materials designed for five academic hours. After that, I passed the final test the first time and they sent me a certificate by email stating that I had successfully completed the training.

No relatives

With a sense of accomplishment, I went to the Belgorod Regional Center for Educational Quality Assessment on Kutuzova, 19, which accredits public observers. They greeted me very politely and first of all asked me what organization I belonged to and whether I was a student? I replied that I had expressed my desire on my own. The faces of the center workers showed slight surprise. Apparently, few such volunteers come to them.

“Observers at the Unified State Exam are often members of public organizations and representatives of political parties who seek to be active, especially during election campaigns. Also, regions often involve students in this,” explained "BelPress" Executive Secretary of the Commission for the Development of Science and Education of the Public Chamber of the Russian Federation Yuri Sedin. “In general, there are no statistics on the main areas of activity of public observers.”

In the application for accreditation, I was nevertheless asked, in addition to my full name, passport data and telephone number, to indicate the organization of which I am a representative. I wrote " housewife“so that I, as a representative of the media, would not be treated in any special way. They also warned about the restriction: the mother or other relatives of the student undergoing the final certification cannot be present at the exam, since they have a personal interest. When a person submits an application, family ties are subsequently checked. I don’t have any relatives who are eleventh graders, so there were no problems with this.

The employee who accepted the application also suggested that I enter my email address there so that I would not have to go to the center a second time and pick up the public observer ID in person.

No one asked me for a certificate of completion of training. True, the distance course is not required. This year, 101 people from the Belgorod region registered on the training site, while in total more than 600 observers, which is almost twice as much as in 2015.

Three working days later they called me back and informed me that the certificate was ready. But they still didn’t want to send it by email. I had to go to Kutuzov to pick up the document.

Student Observers

I chose the first compulsory subject this year - Russian language. More than 43 examination points in the region took it 7 thousand people. Another 4.5 thousand people ensured the conduct of the Unified State Exam. These include public observers.

Armed with a notepad, pen, ID and passport, on May 30 I went to school in Maiskoye, where children from several settlements in the Belgorod region were supposed to sit at their desks. At the entrance, my data was written down in a log, after which I and other observers were taken to the office where we left our things. Then I walked into the auditorium, already filled with controllers. There were at least 20 of them, among whom several young men in blue T-shirts with the inscription “Corps of Public Observers” stood out.

“We work with students of higher educational institutions,” explained the coordinator of the regional corps Anatoly Zaitsev. – Since December, an information campaign has been launched in universities, after which any interested student can express a desire to conduct public control on the Unified State Exam by filling out a special form. After this, the guys attend a training seminar and undergo testing. Those who eventually score the required number of points become public observers. This year there are 33 of them. They control 23 schools in the region. There are also about 50 more student public observers from the Kursk region working in the region.”

Nothing to complain about

Observers were given a special form, which they filled out during the exam, noting violations.

“Nine classrooms on two floors are used for the exam, and our headquarters is on the third floor, where you can ask questions that interest you. You can leave at any time by marking the end of observation,” said the head of the exam point Svetlana Kozlova.

It turned out that not everyone got a place in the classrooms - one observer was assigned to each.

“The rest of us are not allowed to enter the classrooms. You will prevent children from taking the exam, and they can then appeal about this,” explained a member of the examination committee Olga Kireeva.

I didn’t get a specific office, and I went to keep order at the entrance to the examination point, where the children were just starting to enter. Most of them did not look scared at all - the guys were joking and laughing, and irritation on some faces only appeared when the eleventh graders began to be checked using hand-held metal detectors. Only one young man from time to time folded his hands in a prayer gesture and repeated: “Oh-oh-oh-oh!”

Nothing prohibited was found on the schoolchildren. The question was raised by the canister of medicine found on one of them, but the guy was still allowed to pass. Another person's metal detector detected chewing gum in a foil package, and two young smokers had packs of cigarettes found in their pockets.

The children went to the classrooms, and I went to check the points on the paper given to me with reality: for example, whether there is a telephone connection and a safe for storing examination materials at the headquarters, whether there is a room for medical workers, whether the stands with reference information on the subject being taken are closed. Among others, there was a clause stating that premises not used for the examination should be closed and sealed. I went to the floor where the exam did not take place at all, but even there everything turned out to be sealed.

There was nothing to complain about on any point. I still quietly wandered along the corridors, looking into the open doors of the classrooms, in which children with a concentrated look were solving exam tasks. Having found no violations there either, I left with a feeling of satisfaction.

Those who still want to try themselves as public observers this year still have time. Children will only take the latest Unified State Exams in chemistry and physics June 20. After this, from the 22nd to the 30th there will be reserve days, when exams are taken by those who could not do it earlier for valid reasons, for example, illness or due to the coincidence of exams in different subjects on the same day.
