1. Paragraph seven of clause 2 shall be stated as follows:

19. The eighth paragraph of subparagraph "d" of paragraph 53 shall be stated as follows:
“carrying combat duty (duty in duty combat shifts) with a total duration of:
a) 5 or more days per month - 30 percent of the salary for a military position;
b) from 3 to 5 days per month - 15 percent of the salary for a military post;
c) less than 3 days per month - 5 percent of the salary for a military position.
20. The second paragraph of subparagraph "e" of paragraph 53 shall be deleted.

In army circles, there used to be a popular saying: above the frames - only the sun! She has been somewhat forgotten. No, every officer who thinks about his career considers it necessary to “make friends” with personnel officers, but the troops no longer feel the former reverence for this army caste. Firstly, because the opportunities for personnel officers are now not the same - they will not be sent to the "currency" group of troops stationed in Europe through blatant blatant. And secondly, a competent and proactive officer has more than enough opportunities for career growth today. Freshly minted graduates of military universities are immediately trusted by companies, and an intelligent starley who has not escaped from homelessness and lack of money is nurtured in order to be promoted to the battalion level.

The niche of all-powerful, all-powerful and all-revered officials from the beginning of the 90s in the army was occupied by financiers - "dates", as the service people traditionally called them. This slightly derogatory name gradually faded away as well. Because the role of the "dates" was no longer limited to the payment of monetary allowances and financial reporting. With the introduction of so-called market relations into our lives, some of the laws of this primitive post-Soviet market migrated to the Armed Forces.
The regimental chief financial officer could now pay vacation pay or travel allowance on time, or he could hang a sign on the door “No money. Please do not disturb." The divisional chief financial officer could authorize the issuance of interest-free loans to arrived lieutenants, or he could balk. As for the “dates” of the higher ones, they worked “on a big scale”. Their professional maneuver no longer boiled down to transferring money from one article to another so that the mosquito did not undermine the nose, but to do everything so that, with meager funding, the money in the government safe was kept both for a decent reception of numerous inspectors and for patching all kinds of " holes”, and to a worthy standard of living for himself, his beloved, and his immediate commander - not always beloved, but invariably revered. For on all financial documents in military units, departments and institutions two signatures are put - the chief financial officer and the commander.
This task is not easy. Especially when the commander is used to waving his saber in financial matters. Say, come on, chief financial officer, we will use the funds intended for the payment of monetary allowance for the current month to pay off the debt on rations. And “upstairs” we will report that they did not receive the pay ...
About five years ago, when various debts to military personnel reached astronomical values, and the money received by the troops was ordered to be spent exclusively on monetary allowances, some “cunning” commanders tried to “get out of the situation” in this way. And they came out! Receiving reprimands for misuse of funds, but being known as a father to the personnel. I myself witnessed this while serving in the GRVZ.
Some of the personnel, however, did not care. And they forced the financiers to “transfer” cash flows to asphalt the parade ground, the construction of some kind of fence or an object of “special importance”. The mess that has been going on in the country for all this troubled decade could not help but amaze the army. Seeing how shamelessly civilian colleagues steal from the state pocket, some financiers in uniform wondered: why are we worse?
It was during this period that numerous facts of embezzlement and theft of funds in the troops fell. As a rule, only those cases where the damage caused to the state was too defiant reached the court. And where the chief financial officer could not competently "resolve" the situation, convince the inspectors of the expediency of certain expenses from the regimental or divisional treasury. By the way, one of these “frames”, which we told the world about, is still suing the “Red Star”, unsuccessfully trying to prove that we “discredited his honor and dignity”. When he put his hand into the state pocket, the "honor" was probably rented out.
At the same time, the commander who put a squiggle in a financial document, as a rule, got off with a slight fright. The habit of not particularly delving into financial matters, not getting into the "kitchen" of the chief financial officer became the "corporate style" of the leadership of regiments, divisions, and armies. “Do whatever you want, but keep everything under wraps,” giving the financier such an order, the commander somehow distanced himself from responsibility for strict financial discipline. When the case "smelled of kerosene", other commanders, referring to the complete incompetence "in this bookkeeping", often washed their hands.
Something similar happened on the scale of the Armed Forces. The most striking example of this is the story of the former head of the Main Directorate of the Military Budget and Financing (GUVBiF) of the Ministry of Defense Georgy Oleinik, who was sentenced to 5 years in a penal colony, deprived of state awards and the rank of colonel general. Such a harsh punishment by general standards followed Oleinik's abuse of office.
The auditors of the Accounts Chamber could not understand why in the mid-1990s the GUVBiF transferred 771 foreign-currency loan bonds worth $554 million "for safekeeping and trust management" to "Voenbank", which was on the verge of bankruptcy. It must be assumed that the military department and the people who headed it were going to strengthen the country's defense capability with coupon income from these shares. But for the year they amounted to only 1.6 million dollars, which, according to the investigation, caused damage to the Ministry of Defense in the amount of 60 million dollars and 344 million rubles.
On the accounts of "Voenbank" (here is another glaring misunderstanding of our days - can a commercial bank be officially called ... "Military"?), according to Oleinik, the capitals of the military department were kept. And in order to prevent his financial collapse, the head of the military department, as the former head of the GUVBiF claims, gave him the command to quit the "military bankers" " Lifebuoy". Was there such a team in reality, go and prove it now! Myself former minister claims that, while giving the go-ahead to this dubious deal, he “did not go into the details.”
Most likely it was. The minister has a lot of work to do without that. But, fearing that the “Voenbank” would burst and departmental money would be covered with it, the marshal, like any current commander, probably said to his chief finance officer that very cherished phrase: “Do what you want, but in order to ...”
What General Oleinik did is well known. He owns the initiative to "rescue" a related commercial bank or his immediate superiors, now you hardly know. But, judging by the fact that before that, the main army “date” had already received a three-year sentence and was then amnestied for involvement in the scandalous scam with the transfer of 450 million dollars to Ukraine for mythical building materials allegedly supplied by the Ministry of Defense, a method of earning money “on the side” for departmental (or their own?) needs was recently put on a grand scale in the Armed Forces.
Whether this suited the army financiers themselves is a moot point. Many of them in muddy water probably recruited themselves "for the heat." But something else is also obvious: in the eyes of a military commander of any rank, only one who, taking full responsibility for himself, “resolved” the situation in such a way that the wolves were fed, and most of the sheep were safe, could be considered a good chief financial officer. From an army financier who graduated from a specialized military school in Yaroslavl, qualities were required that cannot be acquired in any lecture or internship. If he did not possess such qualities, then at best he remained "unpromising". If he had, he walked along the edge of a knife, at any moment risking breaking loose.
The system of decision-making on financial matters that developed in the army in the 1990s placed almost all responsibility on the executors. And the lack of a clearly defined legal framework often made them hostages of the situation. In the case of Oleinik, the investigation failed to prove involvement in the scam with Ukrainian building materials former first Deputy Minister of Finance of the Russian Federation Andrei Vavilov, who, according to some sources, was " godfather This operation, which cost Russia many tens of millions of dollars. The former head of the GUVBiF acted as the switchman, and it seems that this suited everyone.
Arranged and in the sense that the example of Oleinik became a science for his colleagues. A precedent has been created when neither the colonel general's stars, nor the presence of high political defendants in the case, nor a host of other important factors could prevent a harsh court decision. We can say that Oleinik was handed over, that he answered for everyone. In many ways, this is true. But something else is also important. Now, before deciding on a risky financial move, the “dates” will be measured seven times. Think whether it will pass or not. Is it worth trusting father commanders or “business partners” who are easily able to “throw” or leave the game at the slightest danger. After all, they will not have to answer before the law in which case ...
The introduction of the treasury system also played its role. Even the chairman of the Accounts Chamber, Sergei Stepashin, admits that after that the situation in matters of budget financing and spending in the Armed Forces has changed dramatically. There are practically no direct thefts, outright theft in the army now (at least on a particularly large scale). Although the auditors of the joint venture revealed all kinds of financial fraud in the military department for 2.4 billion rubles, we must make allowances for the fact that they cover the period from the beginning of the 90s, described above.
With the advent of the army "chief accountant" - pedantic and tight-fisted Lyubov Kondratievna Kudelina, the priorities in the Ministry of Defense changed dramatically. Now they value prudence and are going to live within their means. However, the battalion or regimental chief of finance will continue to walk through the "minefield" until higher officials are responsible for financial discipline along with him. Or at least the same as for military discipline.
