General requirements

1 TO independent work for installation of steel and iron concrete structures persons are allowed to be at least 18 years old, recognized as fit for this work by a medical commission, who have undergone training in safe methods and techniques of work, instructions on labor safety and who have a certificate for the right to work as a steel and steel installer reinforced concrete structures.

2. A newly hired installer is allowed to work only after he has completed an introductory briefing on occupational safety, fire safety, industrial sanitation, environmental requirements, working conditions, provision of first aid and initial training in the workplace.

3. If the work is monotonous (at the same workplace, performing the same types of work using the same equipment, mechanisms, etc.), the installer receives repeated instructions from the supervisor at least once every three months.

4. If the installer violates the requirements of current norms, rules and instructions on labor protection, as well as when working conditions change, an unscheduled briefing is carried out.

5. Testing of the installer’s knowledge of labor protection is carried out annually. Conducting all types of instruction and the results of knowledge testing are recorded in journals and cards in the prescribed form.

6. Individuals who are at least 18 years old and not older than 60 years of age, who have passed a medical examination, have at least one year of experience in steeplejack work, and tariff category not lower than third.

7. Persons performing work at a height of more than 5 m must additionally complete a training course and have a certificate for the right to carry out steeplejack work.

8. When installing suspended formwork, installation at a height of more than 8 m is carried out by trained climbers using safety belts attached to reliable supports.

9. The installer for the installation of steel and reinforced concrete structures must:

Keep yours clean and tidy at all times workplace;

Do not block passages and passages with materials and structures;

Place the tools and devices necessary for work, as well as materials and structures in a convenient and safe place;

Have in the workplace individual means to provide first aid to victims.

10. The installer for the installation of steel and reinforced concrete structures is obliged to:

Comply with the requirements of safety signs;

Do not start work without fencing off hazardous areas at the workplace, without personal protective equipment (helmet, overalls, safety shoes, safety equipment) provided for by standard industry standards, the nature of the work performed and the collective agreement;

Perform only the work for which you have been instructed and authorized to work;

Do not follow instructions and orders if they contradict labor safety rules;

Provide first aid to the injured person at work, take measures to eliminate violations of safety and labor protection requirements;

Follow the internal labor regulations and instructions of the foreman (foreman);

Use personal and collective protective equipment; take care of the safety of one’s own work and fellow workers;

Have the first safety qualification group.

11. Workplaces are provided with tested inventory fencing and devices for working at height (scaffolding, scaffolding, ladders, stepladders, cradles, etc.), installed in accordance with the work project. Open openings, holes, trenches, etc. must be covered with protective devices (railings, nets, shields, canopies).

12. Workplaces, passages and passages in the dark should be illuminated, and in the most dangerous places- light signals are installed. It is prohibited to carry out installation work in unlit places.

13. When performing work in especially dangerous and harmful places, the installer is given targeted instructions and issued a written permit, which defines safe working conditions, indicates dangerous zones and places, and defines the necessary measures for safe methods and techniques for performing work.

14. At the workplace, the installer must have all the necessary working individual and collective protective equipment, tools, removable load-handling devices, as well as a list of goods moved by the crane, indicating their weight and dimensions.

15. When combining work along the same vertical, workplaces must be equipped with appropriate protective devices.

16. Passages located on ledges, slopes and slopes with a slope of more than 20° must be equipped with stepladders or stairs with one-sided railings.

17. To move the installer from one structure to another, located at a height of more than 1 m, trawls, ladders, and transition bridges with railings should be used.

18. It is prohibited for the installer to cross installed elements and structures that do not have guardrails.

19. Workers who have undergone industrial training and have the appropriate certificate for the right to use them are allowed to work with power tools.

20. The use of tools with mechanical, electric and pneumatic drive is allowed only in accordance with the purpose and requirements specified in the passport and manufacturer’s instructions.

21. When taking breaks from work or moving a power tool to another place, it must be turned off. It is prohibited to leave a power tool with the engine running without supervision, or connected to an electrical or compressed air network.

22. Connect (disconnect) auxiliary equipment(step-down transformers, frequency converters, etc.), and only the electrician on duty should troubleshoot it.

23. Tools used for aligning and aligning holes when installing structures (crowbars, plugs, mandrels, etc.) must not be bent, not knocked down, have no cracks or burrs.

24. Wooden handles of hammers and sledgehammers must be smoothly processed, adjusted and securely fastened.

25. Wrenches should be selected based on the size of the nuts and bolts.

Prohibited:

Apply spanners with lining of metal plates between the edges of the nut and the wrench, as well as lengthening the handles of the wrenches;

Use damaged or faulty tools that have dents, chipped working ends, sharp ribs where the hand is clamped, bevels of the working surface, cracks, etc.

Requirements before and during work

26. Before starting work, an installer installing steel and reinforced concrete structures must:

Receive instructions from the master about safe ways fulfillment of the received task;

Inspect and try necessary tools and devices (jacks, hand and electric winches, blocks, etc.), make sure that they are in good condition, and replace those that are unusable;

Get a safety belt, helmet, overalls, gloves, etc. and make sure they are in good working order. Wear special clothing.

The safety belt issued to the installer must have a passport and every 6 months be tested with a static load (300 kg) for 5 minutes; a belt in operation must be inspected at least once every 15 days. The safety belt must be marked with the belt number and the date of its test. It is prohibited to use belts that are damaged, as well as belts that have expired after the last test. The installer must be firmly secured by the safety belt chain to fixed structures. The places where the safety belt carabiner is attached must be indicated in advance by the foreman or the workman;

Inspect your workplace, make sure that scaffolding, decking and fences are in good condition.

27. Workplaces and passages to them at a height of more than 1.0 m and a distance of less than 2 m from the height difference must be fenced with temporary fences. If it is impossible to install fences, work at height must be carried out using safety belts.

28. Work on lifting erected structures must be carried out at the command of one person.

29. The installer should not turn on and off lifting mechanisms, unauthorized dismantling of scaffolding and fences.

30. It is not allowed to use lifting mechanisms to lift and lower people, or to work from unsecured structures or from scaffolds mounted on these structures.

31. It is prohibited to stand under mounted structures and the boom of the lifting mechanism.

32. The installer must wear non-slip shoes.

33. Climbing the installer onto the scaffolding is allowed only using ladders (ladders) with handrails.

34. The total length (height) of the extension ladder must provide the installer with the opportunity to work while standing on a step located at a distance of at least 1 m from the upper end of the ladder.

35. Bottom ends ladders should have stops in the form of sharp metal spikes or rubber tips, depending on the material and condition of the supporting surface, and the upper ends should be fixed to durable structures (scaffolding, beams, frame elements, etc.).

36. The installer must move mobile scaffolding smoothly, without jerking, using winches or other mechanisms, under the guidance of the work foreman or foreman. It is not allowed to move scaffolding in wind force of more than 3 points. It is prohibited for people to be on the scaffolding while they are moving.

37. Floorings of scaffolding, scaffolding, stepladders, cradles located above 1 m from the ground level or ceiling must be fenced.

The structure of the fence (railing) must consist of posts, a handrail located at a height of at least 1.1 m from the working floor, one intermediate horizontal element and a side board at the base with a height of at least 15 cm.

38. Floorings and stepladders of scaffolding and scaffolding must be kept clean. IN winter time, they should be cleared of snow and ice and, if necessary, sprinkled with sand.

39. Strengthening the hooks, clamps and fingers of suspended scaffolding on the mounted structural elements must be done before they are lifted.

40. Communication between tiers of suspended scaffolding should be carried out using ladders securely fixed at their upper ends.

41. It is prohibited to connect adjacent sections of lifting scaffolding and cradles with each other using transitional platforms (ladders).

42. The installer must ensure that the movement of steel ropes when raising and lowering lifting scaffolds and cradles is free. Rubbing of ropes against protruding structures is not allowed.

43. While lifting cradles, only the workers performing the lifting are allowed to remain in them.

Cradles from which work is not performed must be lowered to the ground.

44. Execution is prohibited installation work at altitude in open places with a wind force of 6 points or more (wind speed 9.9-12.4 m/sec), as well as during icy conditions, heavy snowfall, rain and thunderstorms. When installing vertical blind panels, work stops when the wind force is 5 (wind speed 7.5-9.8 m/sec).

45. The installer must ensure the correct storage of concrete and reinforced concrete structures delivered to the site in compliance with the following requirements:

Unloading of structures should be carried out on a leveled surface, and in winter on a surface cleared of snow and ice;

Height of stacks of foundation blocks and reinforced concrete rings should not exceed 2.2 m; pipe links are laid in a vertical position in one row or in a horizontal position with linings, a wedge against rolling out and with end stops;

When storing structures in two or more tiers, it is necessary to ensure that the rows are horizontal, preventing the possibility of spontaneous sliding of the structures;

Stacks of structures must be located from the edge of the pit at a distance that excludes the possibility of its walls collapsing, but not less than 1 m;

Between the stacks of laid structures there must be a passage at least 1 m wide.

46. ​​Before installing block structures and other prefabricated elements reinforced concrete pipes mounting loops must first be cleaned of mortar or concrete, straightened and carefully inspected.

47. Installation of reinforced concrete pipes in the event of damage and the absence of mounting loops on the structural elements of the pipes should be carried out with special grips or slings with a girth, ensuring lifting in the position necessary for installing the structures in place.

In this case, the lifting of reinforced concrete structures should be carried out only after a test lift to a height of 5-10 cm and a tight tightening of the cable on the installed pipe structural element. The installer must mark in advance the places for slinging on the pipe elements being mounted.

48. When delivering steel and reinforced concrete structures to the installation site, it is prohibited:

Unloading of pipe elements by dropping;

Moving structural elements over the driver's cabin by crane;

Unloading and moving steel and reinforced concrete structures in case of faulty crane sound signal, lift height limiter, load limiter or other malfunctions specified in the Rules for the design and safe operation of lifting mechanisms;

Lifting structures covered with earth, frozen or embedded with other elements or loads without preliminary cleaning, as well as unspecified weight.

49. When installing reinforced concrete structures of culverts, the installer must comply with the following safety requirements:

Raise and lower structures smoothly, without jerking or hitting the installed pipe elements;

To prevent swinging and rotation of mounted structures, use braces made of hemp rope or thin cable;

When lifting, lowering and moving pipe structures, it is prohibited to direct them to the installation site directly with your hands, without the help of guy ropes;

When installing elements of reinforced concrete pipes, it is prohibited to push or pull them by hand.

50. Moving pipe structures in the horizontal direction must be done at a height of at least 0.5 m above other objects. Before installing reinforced concrete structures in the design position, they must first be lowered above the installation site by no more than 30 cm, and then the element being mounted must be directed to the installation site.

51. When installing pipe structures, the installer must not allow the structures to move above the workplaces of other workers.

52. Raised pipe elements must not be left suspended. The installer must firmly and securely fasten installed element and only after that release it from the slings.

53. The installer must know the weight of the reinforced concrete pipe elements being installed. If it is impossible to determine the weight of the elements, the installer must contact a foreman or foreman.

54. When installing reinforced concrete structures, the weight of which is close to the maximum lifting capacity of the crane for a given boom radius, the installer must first lift the structure to a height of 20-30 cm, check the stability of the crane and only then continue lifting and installing pipe structural elements.

55. If during the installation of structures the installer notices any malfunction of the crane, he must stop the installation, lower the structure and inform the crane operator and the person responsible for the safe performance of work on moving loads with cranes.

56. The erector must ensure that the hook or other gripping device of the crane is located exactly above the element of steel and reinforced concrete structures. It is prohibited to drag the mounted element with an oblique tension on the cable or by turning the crane.

57. Before each shift, the installer must inspect the lifting devices in use and report his comments on their suitability for installation to the foreman or foreman. During installation, it is prohibited to use hooks and steel ropes that have broken strands or visible wear.

58. The installer is prohibited from being inside the pipe being constructed directly below the element being mounted.

59. Mounting loops steel structures And reinforced concrete products should be facing up, and the factory markings should be facing the aisle.

Requirements after completion of work

4. Responsibility of the installer

1. GENERAL OCCUPATIONAL SAFETY REQUIREMENTS

1.1. Persons over 18 years of age who have the appropriate professional education and have completed the following are allowed to work as an installer of sanitary systems and equipment:
- mandatory preliminary (upon admission to work) and periodic (during labor activity, once a year) medical examinations (examinations) for recognition as fit to perform work for health reasons;

1.4. During the course of their work, an installer of sanitary systems and equipment may be exposed to the following harmful and dangerous hazards: production factors:
- insufficient lighting working area;
— local vibration;
— increased dustiness of the working area;
— increased or decreased air temperature in the working area;

— moving machines and mechanisms, moving products, materials;
— objects and devices falling from a height;
— sharp edges, burrs, roughness of tools, materials;

2. LABOR SAFETY REQUIREMENTS BEFORE STARTING WORK

2.1. Put on overalls, fasten and tuck them in so that there are no hanging ends, tuck your hair under your headdress.
2.2. Receive a task from the manager, select technological equipment, tools, protective equipment necessary when performing the work, check their condition.

2.5. Installers of sanitary systems and equipment should not begin work if the following safety requirements are violated:

— presence of interference in the workplace (air pollution in the work area, exposed live wires, crane operation area, etc.);
— clutter or insufficient lighting of workplaces and approaches to them;
— presence of defects in the equipment intended for installation.
2.6. Detected violations of security requirements must be eliminated on our own, and if it is impossible to do this, installers of sanitary systems and equipment are required to inform the foreman or work manager.

3. OCCUPATIONAL SAFETY REQUIREMENTS DURING WORK

3.1. During the entire shift, it is necessary to maintain order and cleanliness in the workplace, and not to block passages and exits, especially evacuation exits.
3.2. Present tools that have sharp and piercing surfaces (chisels, chisels, saws, etc.) so that the worker receiving the tool can grasp it by the handle.
3.3. To approach workplaces, the installer of sanitary systems and equipment must use equipped access systems (flight stairs, ladders, stepladders, walkways).
3.4. When performing work on scaffolding, scaffolding, floors or coverings, do not place tools and materials near the height difference.
3.5. Weight manual machines used when performing work on stairs should not exceed 5 kg. Do heavier work manual machines follows from scaffolding means.

3.7. Systematically ventilate rooms when using materials containing harmful substances, and during gas-electric welding works. If proper ventilation of the air in the work area is not ensured, use appropriate personal respiratory protection equipment.
3.8. Carry out installation of sanitary technical equipment in confined or hard-to-reach spaces (premises) provided the workplace is equipped exhaust ventilation; the presence of at least two openings (hatches) for ventilation and evacuation of people; the presence of two observers located outside the confined space and, if necessary, ensuring the evacuation of workers using a rope attached to the shoulder strap. Constant communication (sound, light, using a rope) should be maintained between those working inside confined spaces and observers.
3.9. When working on a pipe bending machine, monitor the air pressure in the system and prevent leaks. The air hoses are connected to each other using standard clamps. Pipe bending should only be done with rollers and blocks (mandrels) that correspond to the pipe diameters. Remove machine covers only when the mechanism is de-energized and only for repair purposes. Change rollers only when the main switch is turned off.
3.10. When performing sanitary work, installers are required to:
— install system risers internal sewerage, water supply, etc. from bottom to top, starting from the lowest floor (basement);
- use scaffolding when installing plastic pipelines at a height. It is not allowed to use plastic pipelines as a support for workers;
- warm up frozen ones plastic pipelines with water at a temperature of no more than 40°, and from polyethylene high pressure, fluoroplastic and polyvinyl chloride - no more than 60°. It is not allowed to heat these pipelines with steam or fire;
— carry out purging and testing of pipelines and sanitary equipment using hydraulic presses in the presence of the work manager;
— inspect pipelines and sanitary equipment and eliminate identified faults after reducing the pressure in them to atmospheric pressure.
3.11. The installer of sanitary systems and equipment is prohibited from:
- work faulty power tool;
- carry a power tool with it turned on, leave it turned on unattended or during a break in work;
- extend wrenches with a pipe or other object.
3.12. Wear safety glasses when drilling holes.
3.13. When working with an electric or pneumatic grinder, you should wear safety glasses or a plexiglass protective shield.
3.14. Safety glasses should be worn when cutting or chopping pipes.
3.15. When sharpening a tool sharpening machine installers should use protective screen and glasses. It is prohibited to use the side (end) surfaces abrasive wheel.
3.16. When working at heights (above 1.3 m in the absence of a fence), it is necessary to use a safety belt attached to metal constructions.

4. OCCUPATIONAL SAFETY REQUIREMENTS IN EMERGENCIES

4.1. Main emergency situations:
- fire (ignition),
— injury to personnel,
- accident,
— incident (accident) caused by equipment breakdown (failure),
— spill of oil-containing liquids.
4.2. A fire (ignition) occurs due to non-compliance with fire safety requirements.
4.3. Personal injury or accident occurs when safety requirements are violated when performing work, using tools, or using machines and mechanisms.
4.4. An incident and accident are a consequence of a violation of the technological operating mode, forced or involuntary (uncontrolled) departure of parameters beyond the permissible safe limits, non-compliance with safety requirements when working with machine tools.
4.5. A spill is a consequence of a violation of the tightness of vessels, pipelines, containers, as well as careless actions of personnel (usually associated with violation of safety requirements when working with hazardous substances).
4.6. In general, in any emergency situation, it is necessary to stop work, turn off the equipment, post a sign about the machine malfunction, and report to the manager.
4.7. In case of spills of fuels and lubricants, paint and varnish materials it is necessary to inform the immediate supervisor, if possible, prevent further spillage (close the valve, tap, etc.), begin collection using sorbent wipes, booms, and other means of eliminating emergency spills. 4.8. Actions of an employee in case of fire (ignition):

4.9. In the event of an incident (accident) caused by equipment failure, it is necessary to de-energize the equipment and ensure that there is no further danger, gas leakage, or hazardous substances. If possible, maintain the situation and fence off the scene of the incident (accident). Immediately report to your immediate supervisor.
4.10. 5. LABOR SAFETY REQUIREMENTS AFTER COMPLETION OF WORK

5.6. The employee is obliged to inform the immediate supervisor about the work performed, identified deficiencies, indicate the reasons for deviations from the technological regime, the reasons for the shortcomings and malfunctions in the operation of the equipment.

1. General safety requirements

1.1.   • mandatory preliminary (upon entry to work) and periodic (during employment) medical examinations (examinations) for recognition as fit to perform work in the manner established by the Ministry of Health of Russia;

  • use small-scale mechanization tools during work for their intended purpose, in accordance with the manufacturer’s instructions;
  • maintain order in workplaces, clear them of debris, snow, ice, and prevent violations of the rules for storing materials and structures;
  • be careful while working and avoid violating labor safety requirements.

1.7. Installers installing steel and reinforced concrete structures are required to immediately notify their immediate or superior work supervisor about any situation that threatens the life and health of people, about every accident that occurs at work, or about a deterioration in their health, including the appearance of an acute occupational disease ( poisoning).

1.8. For violation of the requirements of these instructions, the installer of steel and reinforced concrete structures is liable in accordance with the current legislation of the Russian Federation. 2. Safety requirements before starting work

d) insufficient lighting of workplaces and approaches to them.

3. Safety requirements during operation

3.1. During the installation of structures, steel and reinforced concrete structure erectors must be on previously installed and securely fastened structures or scaffolding means.

3.2. To enter the workplace, installers installing steel and reinforced concrete structures must use equipped access systems (stairs, ladders, bridges).

The presence of installers on elements of building structures held by a crane is not allowed.

3.3. Overhead mounting platforms, ladders and other devices necessary for installers to work at height should be installed and secured to the structures being mounted before they are lifted.

3.4. Workplaces and passages to them, located on ceilings, coverings at a height of more than 1.8 m and at a distance of less than 2 m from the height difference, must be fenced with protective or safety fences, and at a distance of more than 2 m - with signal fences, appropriate requirements of state standards.

3.5. In the absence of fencing for workplaces at height, installers installing steel and reinforced concrete structures are required to use safety belts complete with a safety device. At the same time, installers must comply with the requirements of the labor protection instructions for workers performing work at heights.

3.6. The elements of building structures to be installed must be cleaned of dirt and ice before they are lifted.

3.7. When installing structures, signals to the crane operator must be given by only one person: when slinging products by a slinger, when installing them in the design position by a foreman or a team leader, except for the “Stop” signal, which can be given by any employee who notices an obvious danger.

3.8. In the process of moving structures to the installation site using a crane, installers are required to observe the following dimensions in order to bring them closer to the previous ones: installed structures and existing buildings and structures:

a) the permissible approach of the crane boom is no more than 1 m;

b) the minimum gap when moving structures over previously installed ones is 0.5 m;

c) the permissible approach to the rotating part of the load-lifting crane is at least 1 m.

3.9. Preliminary guidance of the structure to the installation site must be carried out using guy ropes of hemp or nylon rope. During the process of lifting, delivering and guiding the structure to the installation site, installers are prohibited from wrapping the end of the rope around their hand.

3.10. Before installing the structure in the designed position, installers are required to:

a) inspect the installation site of the structure and check the presence of alignment and geometric axes on the supporting surface;

b) prepare the necessary equipment for its design or temporary fastening;

c) check that there are no people below directly below the installation site of the structure. It is prohibited for people to be under the mounted elements until they are installed in the design position and finally secured.

3.11. When installing elements of building structures in the design position, installers are obliged to:

a) guide the structure to the installation site without using significant physical effort;

b) carry out the final alignment of the alignment and geometric axes using a mounting crowbar or special tool(conical mandrels, assembly plugs, etc.). It is not allowed to check the alignment of the holes with your fingers.

3.12. After installing the structure in the design position, it is necessary to secure it (permanent or temporary) in accordance with the requirements of the project. At the same time, the stability and immobility of the mounted structure must be ensured when exposed to installation and wind loads. Fastening should be done to previously fixed structures, ensuring the geometric immutability of the assembled building (structure).

3.13. Unslinging of structural elements installed in the design position should be carried out after their permanent or temporary fastening in accordance with the design, subject to the following safety requirements:

a) unfastening of structural elements connected with rivets or high-strength bolts, in the absence of special instructions in the project, should be carried out after installation in connecting node at least 30% of the design rivets or bolts, if there are more than five, in other cases - at least two;

b) unfastening of structural elements secured by electric welding and bearing the installation load should be done after welding with design seams or tacks according to the project. Structures that cannot withstand installation loads may be straightened after tack welding with a length of at least 60 mm.

3.14. Temporary fastening of mounted structures is permitted to be removed only after they have been permanently fastened in accordance with the requirements of the project.

3.15. When constructing buildings using the method of raising floors (floors), installers are obliged to:

a) before lifting the floors, remove all protruding parts on the columns that impede the lifting of structures, and also remove the wedges between the floor slab and the stiffening core;

b) prevent distortions of the lifted floors due to non-synchronous operation of the lifting equipment;

c) ensure that at the end of the shift the floor being lifted is supported by the building frame or fixed traction supports;

d) ensure, in the event of a malfunction of the lifting equipment, that the floor being lifted is supported on the columns of the building frame to which the failed lifts are attached.

3.16. When lifting structures with two cranes, installers are required to carry out slinging, lifting-feeding and installation of the structure in the design position under the direct supervision of the person responsible for the safe performance of work on moving cargo by crane.

3.17. When installing structures by helicopter, installers are required to:

a) use forced guidance of mounted structures to the installation site using special catchers or remote control guidance process;

b) do not allow flexible guy wires to be attached to previously installed structures.

4. Safety requirements in emergency situations

4.1. In cases where a malfunction is detected in a load-lifting crane, rail track, lifting devices or technological equipment, installers are required to give the crane driver the “Stop” command and notify the work manager about this.

4.2. If an unstable position of mounted structures, technological equipment or protective equipment is detected, installers installing steel and reinforced concrete structures must notify the work manager or foreman about this.

4.3. When it changes weather conditions(increasing wind speed to 15 m/s or more, during snowfall, thunderstorm or fog), impairing visibility, work must be suspended and reported to the supervisor.

4.4. 5. Safety requirements after completion of work

5.1. Upon completion of work, installers installing steel and reinforced concrete structures are required to:

a) put technological equipment and protective equipment for workers in the designated storage area;
