Rules for measuring hot water in the apartment. The norm of the temperature of hot water in the apartment: optimal indicators and features of the recalculation

Provided to consumers utilities must be of good quality. Their proper implementation ensures the normal life and safety of consumers. This also applies to the supply of the population. hot water(DHW). Water supplied to apartments and houses must meet the requirements of standards for its composition, color, smell, temperature.

What should be the temperature of the hot water supply according to the norms of SanPiN we will tell in this article.

What are the standards set in SanPiN? Photo No. 1

This mysterious abbreviation stands for quite simply. It's about about health and safety standards. These regulations are mandatory for all, designed to ensure the safety (harmlessness) of the resources supplied to the end user.

The requirements relate to various areas of human activity and should create an environment favorable for his life.

The legislation establishes standards for the quality of water, air, various goods, the work of enterprises, educational institutions, medical institutions. These rules are adopted by acts of the Chief Sanitary Doctor of the country. For violation of the established regulations, certain sanctions are applied.

Where are they applied?

Hygienic, sanitary standards have a fairly wide range of uses. They operate in trade, education, medicine, public services. Adopted their own rules in the field of hot water supply to consumers (SanPiN 2.1.4.2496-09). They concern the quality of the supplied water, its temperature regime, operation of centralized hot water supply systems.

The water supplied to consumers should be distinguished by a harmless composition, the absence of infections, harmful bacteria. In addition, when it is supplied, the level of contamination and chlorination must be ensured.

The requirements established by this standard must be observed by all, without exception, organizations, entrepreneurs, institutions and bodies related to hot water supply. They extend their action to DHW systems of various types.

About the requirements for the STsGV

What are the requirements for the SCHW? Photo #3

The requirements stipulated by SaiPiNs relate not only to the quality of the water itself, but also to the systems of their supply in general. Purification, water supply should be carried out by specialized organizations using safe, proven materials, equipment, and chemical active substances.

When designing the STSGW, the type of system is selected based on the indicators of the initially supplied water.

There are three types of systems:

The STSH should also take into account the standards established for the safety and normal functioning of the system. During their operation, the required water temperature must be observed. In places for water intake, it should not fall below + 60 ° Celsius.

It is necessary to constantly monitor the quality of the water supplied, including preventive measures. Domestic hot water systems must be washed and disinfected. Interruptions in the supply of water in such cases should not exceed fourteen days.

DHW quality and temperature requirements

What quality and what temperature should hot water be supplied to residential apartments? Photo number 4

The provisions of SanPiN 2.1.4.2496-09 entitled "Hygienic requirements for ensuring the safety of hot water supply systems" say the following. The tap water must be supplied to the consumer, which has passed all degrees of purification and meets all the requirements and rules of safety and hygiene. These standards are designed to ensure its harmless composition, normal color and smell.

Hot must come at a certain temperature in order to avoid the development of various infections and bacteria. According to SanPiN, incoming water cannot be colder than sixty degrees and hotter than seventy-five degrees. No dangerous untested substances can be used in water treatment. Its quality should allow avoiding infection, as well as skin problems.

Recalculation in case of temperature non-compliance with standards

Despite the existence of standards that establish the required water temperature, their violation is sometimes omitted. If the water does not meet the norm provided for its temperature, do not leave it unattended. All housing and communal services must be of high quality and meet the established requirements. Their violation entails certain consequences.

At the same time, it should be borne in mind that the legislator provides for the possibility of minimal deviations from the norm that do not entail negative consequences. Permissible deviations depending on the day can be from three to five degrees. If a greater difference is found, the consumer has the right to demand the elimination of violations.

In addition, it is possible to recalculate the payment for the entire time that the water does not comply with the prescribed temperature regime. if the temperature was below the norm, then it is worth paying for hot water at tariffs for cold water. According to the existing recalculation formula, the amount of payment is reduced by 0.1 percent for every three degrees of deviation from the norm.

Features of measurements

How to measure hot water for compliance with quality and temperature? Photo number 5

To say that the temperature of the DHW does not correspond to the norm is unfoundedly meaningless. This fact must be established with the help of special measurements. They must be produced by specialists using certain methods and equipment. These measurements are made in several places of water intake.

In this case, after opening the tap, several minutes should pass. taking measurements immediately is not recommended.

Calling a specialist is carried out at the request of residents (owners) of apartments (houses). Based on the results of the inspection, an act of violation should be drawn up. temperature norm. On its basis, it will be possible to demand elimination and recalculation.

Why is the water temperature required?

Standard for permissible limits DHW temperature not just installed. Its lower limit allows you to rid the water supplied to consumers from various infections and harmful bacteria. At lower temperatures, they can develop and multiply, causing harm to humans.

Too much heat water can cause a burn hazard. Therefore, experts have established optimum temperature that meets all of the above requirements.

conclusions

Hot water supplied to consumers must comply with established standards. This is not only comfort, but also safety for human health and life. In the event of violations of its temperature regime, it is necessary to notify the housing and communal services workers. The deviations determined with the help of measurements will serve as the basis for eliminating violations and recalculating the payment for hot water supply.

To measure the water temperature, liquid temperature measuring instruments (MI) with a range of no narrower than 20-100°C, with a measurement error of no more than * and designed for operation at an air temperature of 20-35°C, relative air humidity of 30-80% and atmospheric pressure 84 - 106.7 kPa.

3.2. For sampling hot water, a heat-resistant flat-bottomed conical flask or a glass with a capacity of at least 1 * or another container with similar parameters is used.

3.3. When carrying out measurements, the flask (capacity for sampling) is placed on a stand with a pallet. The flow of sampled water is directed to the collection tank. Measurements can be taken using a washbasin, bathtub, etc. as a tray.

4. Safety requirements for measurements

When sampling hot water and making measurements, personal protective equipment should be used to prevent hot water from entering exposed parts of the body.

5. Qualification requirements for operators

Only trained specialists with experience in this field of activity are allowed to perform measurements and process results.

6. Measurement conditions

Sampling and measurement of hot water temperature should be carried out in rooms with a temperature of 20-35°C, a humidity of 30-80% and a pressure of 84 - 106.7 kPa.

7. Sampling and measurements

7.1. Sampling for the purpose of conducting research for the purposes of state sanitary and epidemiological supervision, production control is carried out in accordance with the requirements of SanPiN 2.1.4.2496-09 at the points of water intake.

7.2. At least 4 points are selected for water withdrawal: 2 are closest to the hot water network input to the object (building) and 2 are the most distant from it. The choice of points is carried out according to technical documentation on the object where control measurements are made.

7.3. Hot water temperature measurements are carried out in the warm and cold periods of the year at an outdoor air temperature that differs by no more than 5 ° C from average temperature the warmest summer month and the average temperature of the coldest winter month of the year. Complaint measurements can be carried out in all weather conditions.

7.4. For the purpose of production control, it is possible to carry out additional measurements at various stages of water preparation in the hot water supply system.

7.5. Before sampling hot water, the water should be drained until the constant temperature. The time for draining water can be up to 10 minutes, depending on the state of the distribution network and the mode of hot water consumption by the consumer. When sampling at the point where hot water is supplied to the distribution network, the water is not drained. Sampling is carried out in a container that meets the requirements of these guidelines, while a continuous flow of water occurs through the sampling container. The water flow must be at least 2 liters per minute (determined by the time the measuring container is filled). During sampling and measurements, excess water is poured over the edge of the sampling container into the tray, and from it is removed into the sewer.

7.6. To measure the temperature of the sampled hot water, the thermometer is immersed in the water under test so that the thermometer ball (or SI sensor) is approximately in the center of the sampling container. Measurements are carried out with a continuous flow of water through the container. The measurement result is recorded after the establishment of stable MI readings, but not more than 10 minutes after the start of sampling.

8. Processing and presentation of analysis results

The measurements carried out are direct measurements with a single observation. The measurement results are presented in the form:

where X is the measured temperature value;

U - expanded uncertainty of the measurement result, calculated in accordance with the recommendations on metrology RMG 43-2001 Application of the "Guidelines for the expression of measurement uncertainty" and R 50.2.038-2004 "Direct single measurements. Document overview

Guidelines "Measuring the temperature of hot water in centralized hot water supply systems" are given.

The temperature of hot water at the draw-off points, regardless of the heat supply system used, must not be lower than 60°C and not higher than 75°C.

The guidelines establish a methodology for measuring the temperature of hot water in centralized hot water supply systems used in the control (supervision) of compliance with the requirements of SanPiN 2.1.4.2496-09 "Hygienic requirements for ensuring the safety of hot water supply systems. Amendment to SanPiN 2.1.4.1074-01".

The method is based on measuring the temperature of continuously withdrawn hot water by measuring instruments designed to measure the temperature of a liquid.

It is indicated that when sampling hot water and performing measurements, personal protective equipment should be used to prevent hot water from entering exposed parts of the body.

Only trained specialists with experience in this field are allowed to perform measurements and process results.

The measurement conditions are determined. It is fixed how samples are taken and measurements are taken, the results of the analysis are processed and presented.

I live in a house built in 1970. There has never been a major overhaul. The maximum hot water that flows from our tap is 50 degrees (I measured it with a thermometer in the morning and in the evening several times). I think it should be hotter. I applied to various authorities, but they say that there are no water standards. What temperature should hot water be? If according to the norms it should be hotter than 50 degrees, is it possible to recalculate? How to ensure that we have water flowing from the tap at the temperature it should be?

■ You are being misled. The temperature of hot water from the tap should not be lower than 60°C and not higher than 75°C. § P. 2.4. SanPiN 2.1.4.2496-09 "Hygienic requirements for ensuring the safety of hot water supply systems" (approved by the Decree of the Chief State Sanitary Doctor of the Russian Federation of April 7, 2009 No. 20)

Permissible deviation of the temperature of hot water at night (from 00.00 to 5.00) - no more than 5 ° C, and in daytime(from 5.00 to 00.00) — no more than 3°С.

So you have every right to recalculate.

For every 3°C deviation from tolerances the fee is reduced by 0.1% per hour. And if the temperature of hot water is below 40°C, payment is made at the rate for cold water. The calculation in this case is also hourly.

§ Clause 5 of Appendix No. 1 to the Rules for the provision of public services to owners and users of premises in apartment buildings and residential buildings (approved by Decree of the Government of the Russian Federation of May 6, 2011 No. 354)

If you find that water is not flowing from the tap at the temperature it should be, immediately call the emergency dispatch service. Specify the number of your application and write it down. If the dispatcher does not know the reason for the low temperature, you must agree on the time for the inspection by the specialists of the management company. Based on the results of the check, an act is drawn up, a copy of which must be provided to you.

If a Management Company does not respond to complaints and does not conduct an audit, you yourself can fix the fact that the service is of inadequate quality. It is necessary to draw up an act and sign it by at least 2 consumers and the chairman of the council apartment building(or chairman of the HOA).

§ Section X of the Rules for the provision of public services ... (approved by Decree of the Government of the Russian Federation of May 6, 2011 No. 354)

Submit a written application to the management company. In it, indicate that you have repeatedly filed complaints, but the necessary measurements have not been carried out. Request a recalculation of the fee.

It is good if you have confirmation of your previous complaints (their copies or reference numbers). Indeed, in your situation, the fact of low temperature in the right way (that is, by an act of verification) has not been established. If you conduct the verification yourself, attach a copy of the act to the application.

Be sure to keep a copy of the application submitted to the management company. On it, the specialist of the company must put a mark of acceptance.

If the management company continues to be inactive, file a complaint with the housing inspectorate. If you're not the only one with hot water, apply collectively with your neighbors. You can also apply to the court to request recalculation of the fee. But, as practice shows, it is possible to solve the problem without going to court - through the housing inspection.

The temperature of hot water in the tap according to the standard in 2019 is regulated by SNiP (building codes and regulations) N II-34-76 and SanPiN 2.1.4.2496-09. These documents determine the quality of water supplied to residential buildings for household and drinking needs.

Poor quality of tap water

In addition to temperature, hot water must meet parameters such as purity and pressure. What is the use of hot water if it runs in a thin stream or is dirty? Increased pressure is also not a reason for joy: it entails the breakdown of couplings, valves and other elements of the water supply system.

For hot water, pressure limits are set from 0.3 to 4.5 atmospheres. Going beyond these boundaries is a direct reason for applying to the Criminal Code for recalculation.

Impurities in the aquatic environment can be both organic and inorganic origin: rust, getting into the earth system, rotting wood, etc. If such cases are frequent and prolonged, it is necessary to file a complaint with the water utility with a request to inspect the treatment systems, which should be carried out jointly with the housing office.

How to file a complaint?

Poor-quality provision of services by utilities leads to the fact that legally competent residents require recalculation, including for the absence of SanPiN 2.1.4.2496-09 parameters in relation to hot water supply, for which it is important to measure the temperature of hot water. Self-made measurements cannot serve as a reason to reduce the charge for utilities, but they serve as the beginning for initiating a commission survey of the problem that has arisen with the preparation of an act of measuring the temperature of hot water.

Hello, dear visitor of the portal! Unfortunately, the article discloses only a typical answer to your question. For a private issue, write to us. One of our lawyers immediately and completely free will advise you.

Preliminary method for measuring hot water temperature

Initially, to confirm your correctness, you can perform a control measurement of fluid parameters. The method of performing actions is not very different from the manipulations that the authorized commission will subsequently carry out. How to measure the temperature of hot water on your own should also not cause difficulty, since a household thermometer is quite suitable for this purpose. The action algorithm is as follows:

  1. Having opened the hot water tap, it is necessary to let it drain for 3 minutes.
  2. Without reducing the jet, you need to fill a liter container. At the same time, the fluid flow is not reduced.
  3. We lower the household thermometer into the center of the container.
  4. The last unchanged readings of the thermometer are the desired water parameters.

It is important to know that measurements must be taken at the point of disassembly, that is, on a mixer or tap. Other random places can distort the indicators. To obtain more accurate data, it is better to perform these steps in three different places water intake.

Further actions in case of temperature mismatch

If, after the control reading of the parameters, it is found that the temperature is lowered, you need to perform the following steps in the following order:

  • notify the municipal service of the identified violations. It is better to leave a notice in writing with a note on the copy of the consumer about the date of receipt with the signature of the responsible person;
  • if the time of the complaint does not coincide with the time of the repair work on DHW networks, then, according to Decree 354 of the Government of the Russian Federation, 2 hours are allotted to verify the fact of a violation. But also, the time is agreed with the consumer for a visit by the commission;
  • any check ends with the preparation of an act of measuring the temperature of hot water in the apartment. The consumer and the employee of the utility company have a copy of the drawn up act. The form of the act is typical and is used in any cases of measuring the temperature of DHW;
  • the service provider provides a response, indicating the reason for the reduced parameters and the timing of their elimination.

Responsible employees of the communal organization, when performing their duties in terms of how to correctly measure the temperature of hot water in an apartment, are guided by MUK 4.3.2900-11. At the same time, according to guidelines, for an accurate measurement of the DHW temperature, it is necessary to sample the liquid at least at 4 points. At the most remote points from the input of hot water supply - for this, water is taken directly in the apartment and close to it - that is, at the control unit of the house.

This regulatory document also regulates, which should be in the range from 60 o to 75 o Celsius.

The technique established that a stable SI result is achieved after 4 minutes of draining the liquid and should not exceed 10 minutes. From normative document the consumer should be aware that the selection of liquid in the control unit of the house is also carried out from the taps installed to discharge hot water in the event of an accident, and not from random places formed by gusts of hot water pipes.

In case of contesting the results of the commission’s work, first of all, attention should be paid to the date of the last verification measuring device. This point is important because the verification period is limited and its overdue date indicates that the error in the readings of such a thermometer may be higher than the error estimation range. Such testimony as reliable cannot be accepted.

Consumer actions after receiving the act

Accurately performed actions and properly executed documents will help encourage the utility organization to perform the following actions:

  1. Perform in the manner prescribed by Decree 354 of the Government of the Russian Federation.
  2. Eliminate the causes of poor service delivery.
  3. Re-check after elimination.

In the absence of standard measured parameters after the expiration of the period specified in the response, or in the absence of a company response at all, the problem can be solved with the assistance of Rospotrebnadzor, for which all documents collected by you when working with the public utility will be an important evidence. And checking for the utility company is fraught with a serious fine.

The legislation of the Russian Federation has developed many regulations aimed at protecting the interests of citizens. Negligent utilities need to be controlled by residents. The demands of their rights by the tenants, in turn, help them not to make mistakes in their future work and avoid penalties from the controlling services.
