I. General provisions

1. Professional retraining in one of the civilian specialties of certain categories of military personnel - citizens of the Russian Federation, undergoing military service under a contract (hereinafter referred to as professional retraining, military personnel, respectively), is carried out by a military educational organization higher education Ministry of Defense of the Russian Federation (hereinafter referred to as the educational organization) under additional professional programs of professional retraining lasting up to four months*(1) .

The implementation of the professional retraining program is aimed at obtaining the competence necessary to perform a new type of professional activity, acquisition of a new qualification*(2) .

The term for mastering professional retraining programs cannot be less than 250 hours*(3) .

2. Professional retraining is carried out on full-time, part-time and correspondence forms learning.

3. The development of professional retraining programs ends with the final certification of students in the form determined by the educational organization independently.

Persons who have mastered the professional retraining program and passed the final certification are issued a diploma of professional retraining.

A professional retraining diploma is issued on a form, the sample of which is established by the educational organization * (4) .

II. The procedure for professional retraining

4. Military personnel who have expressed a desire to undergo professional retraining submit a report to the commanders (chiefs) of military units * (5):

dismissed from military service upon reaching the age limit for military service or after the expiration of the term of military service - not earlier than one year before the age limit for military service or the expiration of the contract, taking into account the terms that ensure their direction for professional retraining during the passage military service;

dismissed from military service for health reasons - if there is a conclusion of the military medical commission on recognizing them unfit (limitedly fit) for military service;

dismissed from military service in connection with organizational and regular activities - not earlier than the decision of the relevant officials of the Ministry of Defense of the Russian Federation * (6) on holding organizational and regular activities.

In the report, the serviceman indicates: military rank, surname, name and patronymic, military position held, date of birth, total duration of military service in calendar terms (not including the time of training in military professional educational organizations and military educational organizations of higher education), level of education, available civil specialty and qualification, the chosen training program, the basis on which he has the right to undergo professional retraining, as well as an office phone. Copies of educational documents are attached to the report.

5. In the military unit are compiled:

lists of military personnel who have expressed a desire to undergo professional retraining in one of the civilian specialties in educational organizations (hereinafter referred to as the lists) (Appendix No. 1 to this Procedure);

information on the number of military personnel who have expressed a desire to undergo professional retraining in one of the civilian specialties in educational organizations (hereinafter referred to as information) (Appendix No. 2 to this Procedure).

From the military unit, lists with copies of documents on the education of military personnel attached to them are submitted to educational organizations, and information - in order of subordination to the personnel body of the service of the Armed Forces, the military district, the Northern Fleet, the branch of the Armed Forces and the central body of military administration (hereinafter - personnel organ).

6. Based on the information provided by the military units, the personnel body forms generalized information on the number of military personnel who have expressed a desire to undergo professional retraining in educational organizations, which are sent to the Main Directorate of Personnel of the Ministry of Defense.

The calculation of the distribution of study places in educational organizations (hereinafter referred to as the distribution calculation) is developed by the Main Directorate of Personnel of the Ministry of Defense for each recruitment of military personnel. Extracts from the distribution calculation, after its approval by the head of the Main Directorate of Personnel of the Ministry of Defense of the Russian Federation, are sent to the personnel authorities.

7. As the lists are received and an extract from the distribution calculation, the educational organization forms study groups.

Taking into account the established deadlines for the start of training and the procedure for the formation of training groups, the leadership of educational organizations sends written notifications to military units, which indicate the form of professional retraining for each serviceman, the timing and place of its conduct.

8. Servicemen who are notified by a full-time or part-time form of education in educational organization, the commander (chief) of the military unit issues a referral (Appendix N 3 to this Procedure) and issues an order to send a serviceman for professional retraining.

Servicemen sent for professional retraining arrive at educational organizations by the deadline.

For military personnel who are assigned a correspondence form of education by notification, the personnel body brings the dates for the start and place of professional retraining, which are established by them in agreement with the head of the educational organization.

9. Military personnel sent for professional retraining are included in the lists that are submitted by the commander (chief) of the military unit to the personnel body in the order of subordination.

On the basis of these lists, the personnel body forms information on the number of military personnel sent for professional retraining, which are submitted to the Main Directorate of Personnel of the Ministry of Defense.

10. Military personnel studying under professional retraining programs during the period of training are considered seconded from military units.

11. The costs associated with the training of military personnel under professional retraining programs are included in the cost estimate of the educational organization.

12. Upon completion of professional retraining of military personnel, educational organizations submit a report for each graduation to the Main Personnel Directorate of the Ministry of Defense.

13. Control over the procedure and conditions for sending military personnel for professional retraining is entrusted to the heads of personnel bodies.

III. Conditions for professional retraining

14. Professional retraining of military personnel is carried out subject to the total duration of their military service in a calendar calculation of five years or more (not counting the time of training in military professional educational organizations and military educational organizations of higher education) in the year of dismissal from military service upon reaching the age limit for military service, expiration of military service, state of health or in connection with organizational and staff activities * (7) .

The duration of training for military personnel is determined by the curriculum (thematic) plan and the technology for implementing the professional retraining program.

15. Military personnel have the right to undergo professional retraining only in one of the civilian specialties and only in one educational organization.

After training a serviceman, the personnel authorities make a record of the passage of professional retraining indicating the full name of the educational organization, the number of the diploma and the date of its issue in the service record of the serviceman's personal file.

    Annex N 1. List of servicemen who have expressed a desire to undergo professional retraining in one of the civilian specialties in educational organizations

In 2009, an experiment was launched in the Russian Federation, within the framework of which, the military, who were transferred to the reserve, could optionally go through one of 60 professional retraining programs in order to master relevant professions related to the technical, managerial and even ICT sphere. Retraining courses were opened directly in the largest garrisons. And the military, who served in especially remote settlements, could be trained thanks to mobile visiting groups of teachers from leading universities of the Ministry of Defense. More than 30 universities took part in this program at that time.

This practice turned out to be successful and it was decided to extend the experiment in subsequent years. Thus, the retraining of military personnel in 2015 is also carried out. The gist is this:

  • The program is attended by military personnel who have completed VPO or SPO with a total total length of service of 5 years, provided that they are transferred to the reserve not because of a violation of the charter or legal norms;
  • At the time of exclusion of a serviceman who meets the above criteria from the lists of personnel, he is provided with a special certificate indicating that he can take a professional retraining course free of charge at any university of the Ministry of Defense of the Russian Federation. If the price of completing a training program exceeds the standards, the military must make up the difference in price through personal savings.

Please note that retraining on a budgetary basis for military personnel is not yet possible in all universities of the Russian Federation. Guaranteed free education provided only in the military educational institutions Russia.

At the same time, various civil universities may offer retired military personnel preferential terms for retraining programs and even provide them with employment assistance services.

Examples and content of such training programs

It should be noted that the content of retraining programs for military personnel is no different from the information content of similar courses in the same specialties for civilians.

Because within the framework this experiment more than 60 different retraining programs are being implemented, this section of the article describes in detail only three of them, which are the most popular. The teaching load for each of the programs below is at least 500 academic hours.

The specifics of the implementation of military retraining programs

To enroll in a retraining course under the budget program, the military must submit to the personnel department of his unit a copy of his identity card, the corresponding report on and a copy of the certificate of vocational education. Studying can take place in full-time, distance learning or the so-called evening form of education. In addition, the retraining of military personnel who are transferred to the reserve, after their dismissal, can also be carried out according to the military profile. In the year of dismissal, officers can undergo professional retraining free of charge in order to obtain a full-fledged civilian specialty, giving them the right to conduct labor activity new type. If at the time of such retraining the officer is still in the service, the training period for him should be no more than 4 calendar months. If, in the process of undergoing a retraining program, a particular military man is transferred to the reserve, he, with every right to do so, can complete his training on a budgetary basis.

According to established standards, after the servicemen have submitted all required documents, the command of the educational institution, on the basis of which retraining programs are being implemented, sends to military unit where the applicant for participation in the retraining course is serving, a written notice indicating the form, method, place and date of the training. If it is determined that a serviceman will take the program of further education in the evening form of training, then the unit commander of this potential student of the course issues a special referral to the serviceman, and an appropriate order is issued in the unit itself.

Military personnel undergoing professional retraining programs are considered seconded during the course and are actually on a business trip with all the ensuing circumstances (rank retention, salary, travel allowances and all required types of allowances).

What it is

The base of the program is installed in Order of the Minister of Defense of the Russian Federation of October 21, 2015 No. 630(on the procedure and conditions for professional retraining in one of the civilian specialties). The sets themselves are produced semi-annually. Each enrollment goes through a group distribution, which refers to different universities of the Moscow Region.

The order also regulates the procedure for enrolling military personnel in training groups.

Important! The soldier must not have disciplinary action and others negative points, which in the future are grounds for dismissal.

Lists of military personnel who express a desire to undergo civilian retraining must be compiled before the training period and transferred to the required educational institution located in close proximity to the places of service.

The training itself has two forms: full-time and part-time.

It should be borne in mind that in order to undergo retraining, you will need to complete the standard procedure for enrolling in training.

Retraining has been introduced for more comprehensive social protection of officers and other categories of servicemen. After retraining, which consists in taking courses, it is possible to enter the chosen educational institution on preferential terms. Also a significant plus is the assistance of the university in further employment after graduation.

If a soldier wants to undergo retraining, he receives a special certificate according to the quota. If the chosen specialty is outside the scope free program, then the serviceman himself must pay the financial difference.

Procedure

For retraining, the desire of a soldier is required. This is the main point. If you want to get a civilian specialty, the procedure has a standard form:

  • a report is written addressed to the direct commander;
  • the authorities give a resolution on the report and put the serviceman on the lists for training;
  • in educational institution a documentation package is sent;
  • enrollment for training within a certain period of the serviceman himself is established;
  • after retraining, the serviceman goes into the reserve, already having a civilian specialty.

Important! Documents are sent to the military university by the immediate superior of the military personnel who are undergoing retraining.

List of documents that are provided to the educational institution:

  • list of enrolled;
  • copies of reports;
  • resolution of the chief for each report;
  • available diploma of each soldier.

In the future, the form of training for the selected training group is established for each serviceman.

After completing the retraining, the serviceman receives state documents that indicate the presence of a specialty.

Peculiarities

Not all military personnel qualify for retraining. There are also nuances that relate to the moments of dismissal. For example, there is a list of circumstances that allow you to take civilian-type courses. All other options for dismissal will not work.

The requirement for candidates for retraining is that a serviceman must have at least five years of experience. At the same time, the time of training of a professional type is not included in this period.

Retraining can be carried out in the following cases:

  • upon reaching the age limit for their category (training is carried out in the year this limit is reached);
  • if the service life of the military type expires;
  • for medical problems (for health reasons);
  • during an organizational and staffing event, including downsizing.

Important! Basically, retraining is used by officers who have previously undergone special military education. For other categories of military personnel, retraining is rarely used.

List of documents:

  • a report indicating all the data, including position and rank, as well as the total duration of service in the armed forces;
  • a copy of the diploma;
  • a copy of the officer's certificate, if any;
  • management resolution in conjunction with the list, which includes the soldier.

The report must also state:

  • education;
  • the name of the specialty of the civil type with the qualifications that are available;
  • basis for retraining;
  • telephones (personal and business).

All documents must be submitted to the personnel department personally or through the direct commander. In the future, they are sent from there to the necessary educational institution.

There are no entrance exams for retraining. But there is one caveat. Retraining on a budgetary basis is possible only in relation to one specialty in a one-time variant.

Standard training time does not exceed 4 months. The minimum retraining time is 250 hours.

In a number of educational institutions, distance learning is possible, which has replaced the distance version.

After the final certification, the soldier will receive a diploma that will allow him to work in his specialty. The very fact of receiving retraining is entered into the personal file of a serviceman.

If necessary, retired military personnel can receive retraining, which includes obtaining a civilian specialty, chosen independently. The process of passing is regulated by a special order and is established for all federal territories of the Russian Federation.

The program, according to which the retraining of military personnel transferred to the reserve takes place, has been successfully coping with its tasks for about ten years now. Before leaving the army, servicemen are offered to undergo professional retraining in one of sixty civilian specialties to choose from. To do this, stationary courses operate in large military units, and mobile groups of teachers are sent to remote garrisons.

The main objective of the program is to promote the social adaptation of officers when they are transferred to the reserve due to a reduction in the number of personnel or the complete disbandment of military units, as well as for other reasons. The state provides support to retired military personnel in acquiring qualifications in the most sought-after civilian specialties.

Over the ten years of the program, a significant number of former officers and members of officer families have successfully taken advantage of the retraining program for retired military personnel. They took courses in last years service in the army, and after retirement they were able to get a job in civilian specialties. Activities under this program are held in all military districts of the Russian Federation.

Universities and other educational institutions participating in the state retraining program provide an opportunity not only to master a promising peaceful profession, but also provide assistance in further employment in it. In addition to helping you get actual education there is an opportunity to receive legal support, as well as participation in various conferences and other professional events that increase the likelihood of a successful job. Retraining of military personnel before dismissal is carried out in the following areas:

Assistance in the civil adaptation of military personnel is not only in the possibility of passing retraining courses. Those who wish can take entrance exams to higher educational institutions at preferential terms to receive education and increase their competitiveness in the labor market.

According to the law “On the status of military personnel”, the right to participate in the retraining program is reserved for those liable for military service who retired to the reserve no more than one year ago. You can become a member of the program provided that:

Professional retraining services are provided free of charge, while military personnel retain the right to receive monetary allowances in accordance with the provisions approved by the Ministry of Defense. The duration of retraining can be up to four months (at least two hundred and fifty academic hours). Training will remain free, even if during its passage the officer is transferred to the reserve. The military court for the retraining of the dismissed is engaged in resolving disputed issues.

Reaching the age limit for military service is one of the grounds for receiving assistance from the state in professional reorientation in a civilian specialty. Maximum allowable age officer depends on his rank and is regulated by federal law and orders of the President of the Russian Federation.

Previously, the general term of service for an officer was limited to the age of 45 years. After the revision of the current legislation in 2014, it was extended by five years. Now only female military personnel can retire at the age of 45. For officers with a rank below a colonel or captain of the first rank, the maximum age for transfer to the reserve began to be fifty years. If an officer has the rank of general and above, it can be increased to sixty-five years.

Officers who wish to continue military service after reaching the age limit can do so by concluding a new contract with the RF Armed Forces. Such a contract may be concluded for a period of one to ten years. The decision on the possibility or impossibility of further service may be influenced by the service record, recommendations and characteristics of the officer, as well as the level of his qualifications and general health.

If the officer does not want to continue serving in the ranks of the armed forces, then for the period of retraining and in the future, he retains the right to full pension provision and all benefits due by law.

The enrollment of student officers in groups for training in retraining courses is carried out on the basis of an order of the Minister of Defense of the Russian Federation. To do this, a list of military personnel sent to receive civilian professions, copies of reports and diplomas on previously received civilian or military education are sent to higher educational institutions, on the basis of which it is planned to conduct retraining courses for personnel.

After a soldier ceases to hold his position for one of the reasons that allow him to count on participation in the state program for the retraining of military personnel before dismissal in a civilian specialty, he is issued a certificate of the established form. This document confirms that its holder has the right to undergo professional retraining in the desired specialty at the higher education institution of their choice, provided that it is among those participating in the program.

If the amount of tuition fees exceeds the stipulated standard of cash contributions provided as part of the implementation of the professional retraining program for military personnel before dismissal, the officer will be forced to compensate for the difference from his own funds. It should be remembered that free education is not provided in higher educational institutions that do not participate in the state program, but in all universities there are benefits for admission for former military personnel.

The procedure for enrolling in retraining courses for officers transferred to the reserve in 2017 (as in 2018) for free training is as follows. A soldier who wants to study in a civilian specialty, must submit to the HR department of the training center:

  • a copy of the national passport;
  • copies of documents on previous education;
  • report certified by the unit commander.

All available forms of education are available: full-time, evening, remote. There is no need to participate in entrance examinations.

According to the retraining program, you can get not only the current specialty of a civilian orientation, but also master a new military specialization (if you wish to continue serving). Before reaching the age of fifty, a serviceman transferred to the reserve may receive a call from the local military registration and enlistment office to undergo military training, at which he will be able to complete the required course of study.

After handing over the papers, the command of the institution where the serviceman wants to be trained sends a notification to the military unit. This document should contain information such as the form of study, time and place of the course. After that, the command of the unit issues the required direction to the future retrained person, and an order is issued for the military unit.

Students of such courses during the training period have the status of seconded and are officially on a business trip. Therefore, they have the right to keep military rank, monetary allowance, travel allowances and all other required privileges.
